Tomás Le Breton
Tomás Alberto Le Breton was a lawyer and early Radical activist who combined parliamentary work with a sustained interest in agriculture. He participated in the political movement of 1890 and later served in the Chamber of Deputies, working on financial legislation and the cost of bread. He left Congress for the Washington embassy, presenting his credentials in 1919. 1
In the United States, Le Breton studied agricultural experiment stations, roads, and hydroelectric development. His mission sent seeds and other agricultural material to Argentina, while his correspondence with Felipe Espil linked embassy work to practical questions of production and military policy. As agriculture minister from 1922 to 1926, he promoted crop diversification, livestock improvement, and pest control. 1
Le Breton continued economic diplomacy after becoming ambassador to France. In May 1933, he discussed trade, employment, and monetary stabilization with Franklin Roosevelt in preparation for the London Economic Conference. Their joint statement expressly described the talks as preparatory rather than a completed agreement. At the subsequent wheat negotiations, Le Breton asked whether the Soviet Union and European importing countries would cooperate before committing Argentina to production controls. He sought further authority from Buenos Aires under pressure from fellow wheat exporters. 2, 3
His later assignments took him from Paris to London, where he served through the opening years of the Second World War before retiring in 1941. His record also includes the restrictive side of Argentine refugee policy: historian and former ambassador José Sanchiz Muñoz identifies Le Breton among officials who applied immigration restrictions in a discriminatory manner. He died in 1959. 1, 4
