Norberto Miguel Barrenechea
Norberto Miguel Barrenechea came to diplomacy from economics, accounting, and business administration. At the University of Buenos Aires he presented a doctoral thesis in 1951 on auditing and professional intervention. The university's later study of its theses describes chapters on accountants' responsibilities and ethics, audit firms, working papers, internal organization, and the verification of accounts. 1
President Arturo Illia appointed him ambassador to the United States in 1964. One documented concern was access to the American sugar market. According to a contemporary report inserted in the Congressional Record in October 1965, Barrenechea approached House Agriculture Committee chairman Harold Cooley to promote Argentina's quota. Argentine officials argued that they should be able to make their case without employing a private American lobbyist. 2, 3
Barrenechea left the embassy shortly after the military overthrow of Illia in 1966. He also worked in company administration. 2
