Honorio Pueyrredón

Honorio Pueyrredón was a founding Radical politician associated with Hipólito Yrigoyen. He served as agriculture minister and foreign minister under Yrigoyen before representing Argentina in Washington during Marcelo T. de Alvear's presidency. 1

At the 1928 Havana conference, Pueyrredón challenged both military intervention and high trade barriers. He refused to approve a convention reorganizing the Pan American Union without language criticizing tariffs, and also raised the American sanitary restrictions on Argentine livestock. The two issues did not produce a united Argentine position. Historian David Sheinin writes that Alvear's government sought accommodation with Washington while Pueyrredón insisted that economic grievances belonged at the center of Pan-American discussions. 2

The dispute ended his mission. After exchanges with Buenos Aires over whether to sign with a reservation, Pueyrredón maintained his refusal and resigned as delegation leader and ambassador. On 16 February he reaffirmed that decision despite an attempt to preserve governmental unity. Sheinin also notes that Pueyrredón had recently praised American roads, grain facilities, national parks, and living standards. 2

Back in domestic politics, Pueyrredón won the 1931 election for governor of Buenos Aires Province. The government of José Félix Uriburu annulled the result. 1
