Emilio Donato del Carril
Emilio Donato del Carril was a La Plata lawyer and Radical politician who served in Congress and in the 1949 constitutional convention. He joined the Radical delegates who challenged that convention's legitimacy and withdrew. After Perón's overthrow he became ambassador to the Soviet Union, later leaving the post to participate in the reorganization of the Radical movement and support Arturo Frondizi. 1
Frondizi appointed Del Carril economy minister in 1958. His tenure involved the search for foreign finance and the stabilization measures associated with Argentina's first agreement with the International Monetary Fund. After leaving the ministry in 1959, he became ambassador to the United States, bringing experience of the government's economic program to Washington. 1
The embassy also participated in negotiations over Cuba's place in the inter-American system. In January 1962, Del Carril attended a meeting with Dean Rusk, Oscar Camilión, and Carlos Ortiz de Rozas concerning revised Argentine proposals for the forthcoming foreign ministers' conference. Camilión presented Argentina's preference for suspending Cuba from the system while questioning the effectiveness of wider sanctions. 2
Del Carril later took part in the Movement for Integration and Development associated with Frondizi and Rogelio Frigerio. 1
