Eduardo A. Roca
Eduardo Alejandro Roca was a lawyer, university teacher, and diplomat. A graduate of the University of Buenos Aires, he taught in its law faculty and served on its governing council. Under Juan Carlos Onganía's military government, he represented Argentina at the Organization of American States from 1966 to 1968 before becoming ambassador to the United States. 1
Roca was among the representatives who presented the Special Committee on Latin American Coordination's document to President Richard Nixon on 11 June 1969. 2
Roca later served at the United Nations during the opening of the Falklands/Malvinas War in 1982. Appointed shortly before the conflict, he defended the Argentine government's sovereignty claim and its use of force as self-defense, while seeking international support. Those efforts did not produce the alignment the military government sought. His UN tenure lasted only a few months. He also helped found the Argentine Council for International Relations and died in 2019, aged ninety-seven. 1
