Guelar returned to Washington under Eduardo Duhalde in 2002, after Argentina's financial collapse. During his first term, he organized gatherings at the residence under the name Smiling Beef Club. When he presented credentials to George W. Bush in February 2002, he brought a toy cow and used the occasion to argue for restoring access to the American market after restrictions associated with foot-and-mouth disease. He also said that Argentina should act alongside Brazil and its Mercosur partners. 3
Guelar's career included legal practice, company directorships, and participation in international affairs institutes in Brussels, Montevideo, Washington, and Buenos Aires. He later served as ambassador to China from 2015 to 2019 and continued writing and speaking about foreign policy. In 2026 he appeared at a university course on diplomatic practice. 1, 2
