Allan Wagner Tizón
Allan Wagner Tizón entered Peru’s foreign ministry in 1963 and the diplomatic service in 1968, after graduating first in his class at the Diplomatic Academy. His early work concerned the General Agreement on Tariffs and Trade and Latin American economic integration. In Washington he headed the embassy’s economic department in 1972–74 and returned as head of chancery and chargé d’affaires in 1983–85, before becoming foreign minister in July 1985. 1
Wagner served as ambassador to Spain and Venezuela and worked on regional development at the Latin American Economic System. His appointment as ambassador to the United States in 2001–02 came during Peru’s return to elected civilian government. During that posting, George W. Bush became the first sitting American president to visit Peru. The March 2002 meeting addressed trade preferences, investment, security, debt relief, and the return of the Peace Corps. 1, 2
He returned as foreign minister in 2002–03, became secretary-general of the Andean Community in 2004–06, and served as defence minister in 2006–07. From 2008 to 2014 he was Peru’s agent in its maritime delimitation case against Chile at the International Court of Justice, alongside his Netherlands ambassadorship. He later directed the Diplomatic Academy, overseeing changes to its teaching methods and professional training. 1
In February 2021 he began a third term as foreign minister. The ministry’s account of that February–July administration records its support to the health ministry in obtaining COVID-19 vaccines, arranging contacts with manufacturers and COVAX, and seeking international medical assistance. Wagner personally called for equitable access at the UN Economic and Social Council’s April meeting on vaccination. 3
