Early assignments at the United Nations were followed by more than a decade in the Washington embassy, where he served as counselor and minister-counselor from 1966 to 1977. He later headed embassies in India and France, became first deputy foreign minister, and served in Afghanistan in 1988–1989.","Vorontsov worked directly in the confidential channel between Henry Kissinger and the Soviet leadership. On 5 December 1971, acting for the absent Anatoly Dobrynin, he received Nixon’s warning that the India–Pakistan war threatened broader American-Soviet relations. Vorontsov asked whether he could transmit a constructive American proposal for a political settlement and undertook to report the exchange to Moscow. The conversation also touched on plans for Kissinger to visit the Soviet capital before the presidential summit.","Vorontsov represented the Soviet Union and then Russia at the United Nations in 1990–1994, returning to Washington as ambassador in 1994–1998. He joined Boris Yeltsin's delegation at the 27 September 1994 security talks with Bill Clinton. Their agenda included conventional forces in Europe, Russian arms sales to Iran, Bosnia, and the security of nuclear materials.","In February 2000 he took on a different task for the United Nations: coordinating efforts to resolve the fate of Kuwaitis and other nationals missing after Iraq’s occupation of Kuwait, and to recover seized property and archives. Saddam Hussein’s government initially denied him access to Iraq. His mandate continued after the regime’s fall, when the Security Council directed him to pursue the unresolved cases. Vorontsov died in 2007."],"id":"russia:yuli vorontsov","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-67f1ec11039b0d03f404.html","name":"Yuli Vorontsov","notes":[],"paragraphSources":[["vorontsov-mission"],["vorontsov-frus"],["vorontsov-mission","vorontsov-summit"],["vorontsov-crs","vorontsov-mission"]],"profileUrl":"diplomat-67f1ec11039b0d03f404.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Anatoly Dobrynin","note":"Acted for Dobrynin during the ambassador’s absence in December 1971.","profileUrl":"diplomat-92a790b29036f3344d1b.html","sourceIds":["vorontsov-frus"],"targetId":"russia:anatoly dobrynin","type":"served_under"}],"relationships":[{"certainty":"documented","note":"Acted for Dobrynin during the ambassador’s absence in December 1971.","sourceIds":["vorontsov-frus"],"targetId":"russia:anatoly dobrynin","type":"served_under"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"3aab530f47feb736","sources":[{"accessedOn":"2026-10-28","date":"","id":"vorontsov-mission","locator":"Individual Yuli Vorontsov entry","publisher":"Permanent Mission of Russia to the United Nations","title":"History: Permanent Representatives of the USSR and Russian Federation to the UN","type":"official-biography","url":"https://russiaun.ru/en/permanent_mission/istorija"},{"accessedOn":"2026-10-28","date":"","id":"vorontsov-frus","locator":"FRUS 1969–1976, volume XIV, document 17, pp. 59–61","publisher":"U.S. Department of State, Office of the Historian","title":"Editorial Note: Kissinger–Vorontsov exchange of December 5, 1971","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1969-76v14/d17"},{"accessedOn":"2026-10-28","date":"1994-09-27","id":"vorontsov-summit","locator":"September 27, 1994 memorandum, pp. 1–3","publisher":"Clinton Presidential Library, reproduced by National Security Archive","title":"Expanded Session on Security Issues with President Yeltsin of the Russian Federation","type":"primary-record","url":"https://nsarchive.gwu.edu/sites/default/files/documents/4941247/Document-1-Memorandum-of-Conversation-Expanded.pdf"},{"accessedOn":"2026-10-28","date":"2009-07-29","id":"vorontsov-crs","locator":"RL32379, section Kuwaiti Detainees and Property","publisher":"Congressional Research Service, via EveryCRSReport","title":"Iraq: Former Regime Weapons Programs and Outstanding U.N.
