Much of his career involved multilateral diplomacy: he represented Ukraine at the United Nations, served on the Security Council, and held senior foreign ministry positions. His work also included a civilian assignment with the UN Protection Force in Croatia and responsibility for Ukraine's UNESCO commission.","Yelchenko later served in Austria and at international organizations in Vienna, then became ambassador to Russia in 2010. Kyiv recalled him for consultations during Russia's seizure of Crimea in March 2014. He returned to the United Nations in 2015 before taking up the Washington ambassadorship at the beginning of 2020.","At an embassy press conference in January 2020, Yelchenko urged more active American involvement over Crimea. He said he would raise the peninsula's militarization, human rights abuses, and sanctions against those obstructing reporting with Secretary of State Mike Pompeo. He also emphasized the bipartisan support he had encountered in his initial Washington meetings."],"id":"ukraine:volodymyr-yelchenko","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-18b4f3aa0a8b73daed9c.html","name":"Volodymyr Yelchenko","notes":[],"paragraphSources":[["yelchenko-diplomat","yelchenko-usubc"],["yelchenko-usubc","yelchenko-diplomat"],["yelchenko-defenseone"]],"profileUrl":"diplomat-18b4f3aa0a8b73daed9c.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"b6434b7fe4b69b5c","sources":[{"accessedOn":"2026-10-28","date":"2020-02-05","id":"yelchenko-diplomat","locator":"5 February 2020, Ukraine appointment biography","publisher":"The Washington Diplomat","title":"February 2020: Ukraine","type":"contemporary-report","url":"https://washdiplomat.com/february-2020/"},{"accessedOn":"2026-10-28","date":"2019-12-20","id":"yelchenko-usubc","locator":"20 December 2019 appointment notice","publisher":"U.S.-Ukraine Business Council","title":"President Zelenskyi appoints Volodymyr Yelchenko as Ambassador of Ukraine to the United States","type":"official-biography","url":"https://usubc.org/president-zelenskyi-appoints-volodymyr-yelchenko-as-ambassador-of-ukraine-to-the-united-states/"},{"accessedOn":"2026-10-28","date":"2020-01-27","id":"yelchenko-defenseone","locator":"Patrick Tucker, 27 January 2020","publisher":"Defense One","title":"Here's What Ukraine's New Ambassador Is Asking from the US","type":"contemporary-report","url":"https://www.defenseone.com/policy/2020/01/heres-what-ukraines-new-ambassador-asking-us/162684/"},{"accessedOn":"","date":"","id":"mission-e289f8a46c0d2091dd0b","locator":"Accessed 25 October 2026.","publisher":"","title":"Roster","type":"Mission record","url":"https://usa.mfa.gov.ua/en/embassy/history-embassy-ukraine-usa"},{"accessedOn":"","date":"","id":"mission-22d7b4fcbc9599503fe9","locator":"Accessed 25 October 2026.","publisher":"","title":"Wiki Roster","type":"Mission record","url":"https://en.wikipedia.org/wiki/List_of_ambassadors_of_Ukraine_to_the_United_States"},{"accessedOn":"","date":"","id":"mission-e71381602f0da7e42680","locator":"Accessed 25 October 2026.","publisher":"","title":"Volodymyr Yelchenko — career record","type":"Mission record","url":"https://www.ukrinform.net/rubric-polytics/2843064-volodymyr-yelchenko-former-permanent-representative-of-ukraine-to-un.html"}],"topics":["United Nations","Crimea","human rights","security diplomacy"]},"schemaVersion":1}
