He served as consul general in Tianjin, headed the European and American Affairs Bureau, and became vice foreign minister before holding the Washington and London embassies.","Naval limitation occupied Matsudaira in both capitals. In March 1927, Under Secretary Joseph Grew consulted him about proceeding with American, British, and Japanese talks at Geneva despite France’s and Italy’s refusal to participate. Matsudaira undertook to obtain Tokyo’s answer and asked whether the absent powers might reconsider. Later, as ambassador in London, he served on Japan’s delegation to the 1930 naval conference and assisted chief delegate Reijirō Wakatsuki in reaching the agreement on auxiliary warships.","Matsudaira left the diplomatic service in 1936 to become imperial household minister. He resigned in June 1945 after American bombing damaged the palace, then served on the Privy Council. Elected to the House of Councillors in 1947, he became its first president and died in office in November 1949."],"id":"japan:tsuneo matsudaira","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-acd3f5d38f7e7b3f50c3.html","name":"Tsuneo Matsudaira","notes":[],"paragraphSources":[["matsudaira-bio"],["matsudaira-bio","matsudaira-geneva"],["matsudaira-bio"]],"profileUrl":"diplomat-acd3f5d38f7e7b3f50c3.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"af0153b7e6288c2d","sources":[{"accessedOn":"2026-10-28","date":null,"id":"matsudaira-bio","locator":"Political and twentieth-century biographical entries","publisher":"Nichigai Associates / Kodansha, via Kotobank","title":"松平恒雄","type":"reference","url":"https://kotobank.jp/word/%E6%9D%BE%E5%B9%B3%E6%81%92%E9%9B%84-1110603"},{"accessedOn":"2026-10-28","date":"1927-03-05","id":"matsudaira-geneva","locator":"FRUS 1927, volume I, document 19","publisher":"U.S. Department of State","title":"Memorandum by Under Secretary Grew","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1927v01/d19"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-417db2d437f13b506db8","locator":"","publisher":"","title":"Tsuneo Matsudaira — mission record (1925–1928)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1928v03/d132"},{"accessedOn":"","date":"","id":"mission-0de3f4c9a6da8c60682b","locator":"","publisher":"","title":"Tsuneo Matsudaira — mission record (1925–1928)","type":"Mission record","url":"https://www.encyclopedia.com/reference/encyclopedias-almanacs-transcripts-and-maps/matsudaira-tsuneo"},{"accessedOn":"","date":"","id":"mission-026f4c093b898ebda745","locator":"","publisher":"","title":"Tsuneo Matsudaira — mission record (1925–1928)","type":"Mission record","url":"https://rakusai.nichibun.ac.jp/hoji/contents/Nichibei/PDF/1928/06/19280607nba10.pdf"}],"topics":["naval arms limitation","imperial household","House of Councillors"]},"schemaVersion":1}
