He entered diplomacy and served as secretary of the Washington legation, including an acting appointment recorded in 1894.","During the Sino-Japanese War, Miyaoka publicly explained Japan’s position on the powers of neutral consuls. In September 1894 he said that American protection of Japanese nationals in China did not give American consuls jurisdiction over them. His comments concerned two Japanese men suspected of espionage at Shanghai and reflected Japan’s own claim to jurisdiction over Chinese subjects within its territory.","Miyaoka later practiced as a lawyer and joined the Tokyo Rotary Club during its first months in 1920. He also wrote for international readers: the Carnegie Endowment for International Peace published his study of Japanese nationality law and foreigners’ rights in land in 1925. He died in 1943."],"id":"japan:tsunejiro miyaoka","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-bdf8714d84e530f3c7be.html","name":"Tsunejirō Miyaoka","notes":[],"paragraphSources":[["miyaoka-utokyo","miyaoka-protocol"],["miyaoka-consular-jurisdiction"],["miyaoka-rotary","miyaoka-nationality-book","miyaoka-utokyo"]],"profileUrl":"diplomat-bdf8714d84e530f3c7be.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"95aaa74ee5f87ff6","sources":[{"accessedOn":"2026-10-28","date":null,"id":"miyaoka-utokyo","locator":"Collection F0179, diploma dated July 1, 1887 and biographical metadata","publisher":"University of Tokyo Archives","title":"宮岡恒次郎関係資料","type":"archive","url":"https://da.dl.itc.u-tokyo.ac.jp/portal/assets/10648da9-3c5c-4cfe-8c62-16e0411a2dd8"},{"accessedOn":"2026-10-28","date":null,"id":"miyaoka-protocol","locator":"August 1894 Diplomatic List entry","publisher":"U.S. Department of State, Office of the Chief of Protocol","title":"Japan — Diplomatic Representation for Japan","type":"primary-record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"2026-10-28","date":"1894-10-30","id":"miyaoka-consular-jurisdiction","locator":"FRUS 1894, document 131; enclosures dated September 5 and 10","publisher":"U.S. Department of State","title":"Mr. Gresham to Mr. Denby, chargé","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1894/d131"},{"accessedOn":"2026-10-28","date":null,"id":"miyaoka-rotary","locator":"Chapter 2, founding membership discussion","publisher":"Yoneyama Umekichi Memorial Museum","title":"米山梅吉とロータリー一〜二章","type":"institutional-history","url":"https://yoneyama-umekichi.jp/rotary/rotary1_2/"},{"accessedOn":"2026-10-28","date":"1925","id":"miyaoka-nationality-book","locator":"Bibliographic information","publisher":"Google Books / Carnegie Endowment bibliographic record","title":"The Japanese Law of Nationality and the Rights of Foreigners in Land Under the Laws of Japan","type":"reference","url":"https://books.google.com/books/about/The_Japanese_Law_of_Nationality_and_the.html?id=UhkaAAAAIAAJ"}],"topics":["consular jurisdiction","Sino-Japanese War","nationality law","Rotary"]},"schemaVersion":1}
