After graduating in law from Tokyo Imperial University, he entered the ministry in 1931. He headed the Treaties Bureau, served in Washington and as ambassador to Belgium and the Soviet Union, and became administrative vice minister in 1965. He returned to Washington as ambassador in 1967.","Soon after arriving, Shimoda began sounding out American officials about returning Okinawa and the Bonin Islands to Japanese administration. In July 1967 he warned Assistant Secretary William Bundy that continued military rule could damage the wider alliance. He acknowledged the bases' strategic importance but stressed that Tokyo needed a concrete proposal that reconciled military requirements with Japanese and Okinawan political demands.","After retiring from diplomacy in 1970, Shimoda joined the Supreme Court on January 12, 1971, and served until April 2, 1977. He also became a member of the Permanent Court of Arbitration. His later public roles included president of the Honda Foundation and commissioner of Japanese professional baseball from 1979 to 1984. He died in 1995."],"id":"japan:takeso shimoda","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-93bf4aef7c3f288791ce.html","name":"Takeso Shimoda","notes":[],"paragraphSources":[["shimoda-biography"],["shimoda-okinawa"],["shimoda-biography","shimoda-court"]],"profileUrl":"diplomat-93bf4aef7c3f288791ce.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"879c2db21b52f369","sources":[{"accessedOn":"2026-10-28","date":null,"id":"shimoda-biography","locator":"Biographical entries","publisher":"Kotobank, Japanese biographical dictionaries","title":"下田武三","type":"reference","url":"https://kotobank.jp/word/%E4%B8%8B%E7%94%B0%E6%AD%A6%E4%B8%89-75377"},{"accessedOn":"2026-10-28","date":"1967-07-10","id":"shimoda-okinawa","locator":"Okinawa and the Bonin Islands, paragraphs 1–6","publisher":"U.S. Department of State, Office of the Historian","title":"FRUS, 1964–1968, Volume XXIX, Part 2, Document 87","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1964-68v29p2/d87"},{"accessedOn":"2026-10-28","date":null,"id":"shimoda-court","locator":"Entry 下田武三","publisher":"Supreme Court of Japan","title":"最高裁判所判事一覧表","type":"primary-record","url":"https://www.courts.go.jp/saikosai/about/saibankan/hanzi_itiran/index.html"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-57bd9a96291f6221346f","locator":"","publisher":"","title":"Takeso Shimoda — mission record (1967–1970)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1964-68v29p2/d91"},{"accessedOn":"","date":"","id":"mission-90a46f27f0b3f719c7f6","locator":"","publisher":"","title":"Takeso Shimoda — mission record (1967–1970)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1969-76v19p2/persons"}],"topics":["Okinawa reversion","international law","judiciary","baseball"]},"schemaVersion":1}
