The Japanese occupation authorities expelled him in 1943 for political activity. After independence was proclaimed, he worked in the Information Ministry’s foreign relations department and joined Indonesia’s United Nations delegation in 1947. His early foreign assignments included service as alternate permanent representative at the UN and as an embassy counsellor in Washington.","Returning to Indonesia, he helped build the publishing and journalism institutions through which he argued for constitutional government. He worked with Siasat, Pedoman, and the publisher Pembangunan, and served in the elected Constituent Assembly. His opposition to Sukarno’s Guided Democracy brought restrictions: the Socialist Party was banned, his newspaper closed, and his printing plant confiscated. He lectured at Cornell in 1961–1962. His intellectual work linked political freedom with the practical problems of poverty and development, an approach later recognized by the 1978 Ramon Magsaysay Award for International Understanding.","After Sukarno’s decline, Soedjatmoko advised Foreign Minister Adam Malik and participated in Indonesia’s return to the UN. He became ambassador in 1968. During the American intervention in Cambodia in May 1970, he pressed Henry Kissinger to clarify Washington’s intentions. He asked whether the United States envisaged a neutral belt of states across mainland Southeast Asia and warned that the domestic American reaction could complicate President Suharto’s approaching visit.","He accompanied Suharto’s Washington visit later that month. In talks with American officials on 28 May, the Indonesian delegation discussed debt arrangements, aid, private investment, and export financing. Soedjatmoko participated alongside Malik and economic adviser Widjojo Nitisastro.","After leaving Washington in 1971, he advised Indonesia’s planning agency on social and cultural development. He helped convene the Asia Society’s Williamsburg meetings and served on international research and policy bodies, including the Ford Foundation’s board. From 1980 to 1987 he was the second rector of the United Nations University in Tokyo. During his rectorship the university established the World Institute for Development Economics Research in Helsinki.","His books and essays examined development as a human and political undertaking, including Development and Freedom and The Human Dimension in Development. He also coedited An Introduction to Indonesian Historiography. His Magsaysay citation emphasized his concern for the rural poor and for the cultural consequences of economic change. He died in Yogyakarta on 21 December 1989, after becoming ill following a lecture."],"id":"indonesia:soedjatmoko","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-8956dfa0b20efc27a1da.html","name":"Soedjatmoko","notes":[],"paragraphSources":[["soed-1969"],["soed-family","soed-1969","soed-award"],["soed-1969","soed-cambodia"],["soed-economy"],["soed-family","soed-unu"],["soed-family","soed-award","soed-death"]],"profileUrl":"diplomat-8956dfa0b20efc27a1da.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Lambertus Nicodemus Palar","note":"Served together in Indonesia’s 1947 UN delegation.","profileUrl":"diplomat-6c530189aec9bbb24099.html","sourceIds":["soed-palar-archive"],"targetId":"indonesia:lambertus nicodemus palar","type":"collaborator"}],"relationships":[{"certainty":"documented","note":"Served together in Indonesia’s 1947 UN delegation.","sourceIds":["soed-palar-archive"],"targetId":"indonesia:lambertus nicodemus palar","type":"collaborator"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"0c04ba7f06187d48","sources":[{"accessedOn":"2026-10-28","date":"1969","id":"soed-1969","locator":"Two-page embassy biography, 1969","publisher":"Embassy of Indonesia / Membaca Soedjatmoko archive","title":"Biography of His Excellency Soedjatmoko, Ambassador of Indonesia","type":"primary-record","url":"https://membacasoedjatmoko.com/wp-content/uploads/2022/07/P_464_II_D2-1_71.pdf"},{"accessedOn":"2026-10-28","date":null,"id":"soed-family","locator":"Biography updated from Soedjatmoko’s notes of 23 February 1988","publisher":"Membaca Soedjatmoko family archive","title":"About Soedjatmoko","type":"official-biography","url":"https://membacasoedjatmoko.com/en/tentang/"},{"accessedOn":"2026-10-28","date":"1978","id":"soed-award","locator":"Biographical account and award citation","publisher":"Ramon Magsaysay Award Foundation","title":"Soedjatmoko: 1978 Ramon Magsaysay Award","type":"official-biography","url":"https://rmaward.asia/rmawardees/soedjatmoko/"},{"accessedOn":"2026-10-28","date":"1970-05-05","id":"soed-cambodia","locator":"FRUS 1969–1976, vol.
