Called to the bar in 1934, he developed a special interest in international law and entered the Foreign Office as a legal specialist during the Second World War. He advised at the Yalta and Potsdam conferences and worked on issues surrounding prisoners of war and the postwar settlement. His legal work also extended to the first Nuremberg trial.","Dean’s subsequent career combined European policy and intelligence work. He represented Britain at the United Nations from 1960 to 1964 before becoming ambassador in Washington in April 1965. He had to explain British policy amid worsening disagreements with Lyndon Johnson’s administration. Historian Jonathan Colman finds that Dean helped the two governments understand each other but gained little personal standing in a White House distrustful of foreign diplomats.","Vietnam made that task particularly difficult. As Harold Wilson prepared to distance Britain publicly from American bombing near Hanoi and Haiphong in 1966, Dean reported warnings that such criticism could damage Wilson’s influence with Johnson. In June he relayed Walt Rostow’s and Dean Rusk’s misgivings about another visit by the prime minister to Washington. He advised London to send a clear agenda in advance and reassure Johnson about the purpose of the meeting.","His Washington discussions included the conflict over Rhodesia. In November 1966 Dean delivered Ian Smith’s response to British settlement proposals to Secretary of State Dean Rusk. He explained London’s demands concerning progress toward majority rule, an interim government, military control, censorship, and political detainees, and the prospect of taking the matter to the United Nations.","After the June 1967 Arab-Israeli war, Dean sought Rusk’s views on a settlement and the form negotiations might take. He was speaking without instructions. He raised Britain’s difficulty obtaining oil and asked about recognition, waterways, refugees, and mediation.","The contraction of Britain’s military commitments brought another confrontation. Dean accompanied Foreign Secretary George Brown to talks with Rusk on 11 January 1968, when Brown explained the intended withdrawal from bases in Southeast Asia and the Persian Gulf by 1971. Rusk sharply objected to the loss of British support; Brown insisted that financial constraints required the cuts. Dean remained ambassador until 1969.","After retirement, he chaired the English-Speaking Union from 1973 to 1983. He died on 5 November 1994."],"id":"united-kingdom:sir patrick dean","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-e7e3dceb695cffe64603.html","name":"Sir Patrick Dean","notes":[],"paragraphSources":[["src-a48cf389318a8b5a"],["src-1b2e7cfd21155bc2","src-60689be1d16b322d"],["src-dean-colman-dissociation"],["src-7fe3b57b26539011"],["src-f7521a8e025869b7"],["src-4bc17d1292d590a5","src-dean-obit-wp"],["src-dean-obit-wp"]],"profileUrl":"diplomat-e7e3dceb695cffe64603.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"e01a51c3326a22fe","sources":[{"accessedOn":"2026-10-28","date":null,"id":"src-a48cf389318a8b5a","locator":"Public biographical preview: education, legal practice, Yalta, Potsdam and Nuremberg","publisher":"Munzinger","title":"Sir Patrick Dean","type":"reference","url":"https://www.munzinger.de/register/portrait/biographien/dean%20sir%20patrick/00/9436"},{"accessedOn":"2026-10-28","date":null,"id":"src-1b2e7cfd21155bc2","locator":"1965 contemporary assessment, declassified2019","publisher":"US National Archives, ISCAP release","title":"Biography of Sir Patrick Dean","type":"primary-record","url":"https://www.archives.gov/files/declassification/iscap/pdf/2015-056-doc01.pdf"},{"accessedOn":"2026-10-28","date":"1966-11-16","id":"src-7fe3b57b26539011","locator":"FRUS1964–1968 XXIV, document546","publisher":"US Department of State, Office of the Historian","title":"Memorandum of conversation: Rhodesia","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1964-68v24/d546"},{"accessedOn":"2026-10-28","date":"1967-06-15","id":"src-f7521a8e025869b7","locator":"FRUS1964–1968 XIX, document291","publisher":"US Department of State, Office of the Historian","title":"Memorandum of conversation: Middle East","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1964-68v19/d291"},{"accessedOn":"2026-10-28","date":"2007-01-08","id":"src-60689be1d16b322d","locator":"Author abstract; full article not available from repository","publisher":"Contemporary British History / University of Lancashire","title":"Jonathan Colman, Dealing with disillusioned men: the Washington Ambassadorship of Sir Patrick Dean, 1965–69","type":"scholarship","url":"https://knowledge.lancashire.ac.uk/id/eprint/6054/"},{"accessedOn":"2026-10-28","date":"2004","id":"src-dean-colman-dissociation","locator":"Pages 102, 105–110, especially Dean to Palliser, 22 June and 2 July 1966","publisher":"Manchester University Press; open-access chapter reproduced on ResearchGate","title":"Jonathan Colman, A special relationship?, chapter 5: Dissociation, January–July 1966","type":"scholarship","url":"https://www.researchgate.net/publication/327127730_Dissociation_January-July_1966"},{"accessedOn":"2026-10-28","date":"1968-01-11","id":"src-4bc17d1292d590a5","locator":"FRUS 1964–68, volume XII, document 288; participants, Brown’s presentation and Rusk’s response","publisher":"U.S. Department of State, Office of the Historian","title":"Memorandum of Conversation: British Budget and Defense Cuts","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1964-68v12/d288"},{"accessedOn":"2026-10-28","date":"1994-11-17","id":"src-dean-obit-wp","locator":"Patrick Dean notice, first two paragraphs","publisher":"The Washington Post","title":"Deaths: Patrick Dean","type":"contemporary-report","url":"https://www.washingtonpost.com/archive/local/1994/11/17/deaths/9476f4f6-b8e4-44ec-9a4a-a7ccbe003f07/"},{"accessedOn":"","date":"1967-01-27","id":"mission-5aa715b3c2d50ffe9f6a","locator":"Signed the Outer Space Treaty for the United Kingdom at the White House on 27 January 1967.","publisher":"","title":"FRUS: Outer Space Treaty signing","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1964-68v11/d177"}],"topics":["International law","Nuremberg","United Nations","Rhodesia","1967 Arab-Israeli War","Intelligence","Vietnam War","British withdrawal East of Suez","English-Speaking Union"]},"schemaVersion":1}
