Journalist Toshpo‘lat Rahmatullayev, visiting the United States in September–October that year, described conversations with him at the embassy on Massachusetts Avenue and while walking through Washington. Khamrakulov spoke about growing American interest in Uzbekistan and the changing relationship between the two countries. The encounter appears in Rahmatullayev’s 2003 account of American journalism and society.","His embassy also presented Uzbek art to Washington audiences. A December 2002 report described an exhibition of about thirty paintings by the Samarkand artist Asliddin Isaev, jointly organized by the embassy and Uzbek cultural institutions. Khamrakulov spoke at the opening about the cultural dimension of relations with the United States. The University of Georgia subsequently listed him as a planned participant in its February 2003 ambassadors’ roundtable on Central Asia and the war on terror, alongside diplomats representing Kyrgyzstan, Pakistan, Kazakhstan, and the Organization of the Islamic Conference."],"id":"uzbekistan:shavkat khamrakulov","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-21e02dd0da6f56b694b0.html","name":"Shavkat Khamrakulov","notes":[],"paragraphSources":[["khamrakulov-encounter"],["khamrakulov-art","khamrakulov-georgia"]],"profileUrl":"diplomat-21e02dd0da6f56b694b0.html","relatedEvents":[{"basis":"tenure-overlap","country":"Uzbekistan","date":"2002-03","description":"Washington and Tashkent adopt a framework for strategic partnership, as cooperation over Afghanistan brings security to the center of the bilateral relationship.","id":"partnership-2002","note":"Named people and the recorded mission tenure provide the connection; overlap does not establish personal participation.","sourceUrls":["https://uzbekistan.org/political-relations/","https://trumpwhitehouse.archives.gov/briefings-statements/united-states-uzbekistan-launching-new-era-strategic-partnership/"],"title":"A strategic partnership takes shape","url":"Uzbekistan.html#history-partnership-2002"}],"relatedPeople":[],"relationships":[],"researchStatus":"limited","reviewedOn":"2026-10-28","revision":"582b8ef4bd2dd844","sources":[{"accessedOn":"2026-10-28","date":"2003","id":"khamrakulov-encounter","locator":"Printed pp. 43–44 and 94–95; introductory travel dates","publisher":"Toshpo‘lat Rahmatullayev; digital copy at Ziyouz","title":"Amerika jurnalist nigohida","type":"primary-record","url":"https://n.ziyouz.com/books/jurnalistika/Toshpo%27lat%20Rahmatullayev.%20Amerika%20jurnalist%20nigohida.pdf"},{"accessedOn":"2026-10-28","date":"2002-12","id":"khamrakulov-art","locator":"Exhibition report, opening remarks","publisher":"Uzbekistan 2002 press archive","title":"Добрый мир Аслиддина Исаева","type":"contemporary-report","url":"https://uz2002.ru/dobryj-mir-asliddina-isaeva"},{"accessedOn":"2026-10-28","date":"2003","id":"khamrakulov-georgia","locator":"Vol. 16, no. 2, p. 1","publisher":"University of Georgia, Center for Humanities and Arts","title":"CHA 2003 International Symposium Focuses on Central Asia","type":"primary-record","url":"https://willson.uga.edu/wp-content/uploads/sites/3/2012/06/Spring20031.pdf"},{"accessedOn":"","date":"","id":"mission-f0dccfaa95974f67c14a","locator":"","publisher":"","title":"Shavkat Khamrakulov — biographical / appointment record","type":"Mission record","url":"https://www.presidency.ucsb.edu/documents/digest-other-white-house-announcements-6438"},{"accessedOn":"","date":"","id":"mission-282335e7f143077ab97f","locator":"","publisher":"","title":"Shavkat Khamrakulov — mission record (2001–2003)","type":"Mission record","url":"https://2001-2009.state.gov/s/cpr/94546.htm"},{"accessedOn":"","date":"","id":"mission-2dbea4f20b166bfa6b38","locator":"","publisher":"","title":"Shavkat Khamrakulov — mission record (2001–2003)","type":"Mission record","url":"https://nrm.uz/contentf?doc=64782_2001_g&products=1_vse_zakonodatelstvo_uzbekistana"},{"accessedOn":"","date":"","id":"mission-39853a6ff793274ab7a5","locator":"Explicit tenure-end reporting used with primary and contemporary records.
