He pursued further study at Johns Hopkins University's School of Advanced International Studies, then held assignments in Britain, the United States, Iran, and Australia. In 1963–64, he was a fellow at Harvard University's Center for International Affairs.","Nishida served as deputy director general of the Foreign Ministry's Economic Affairs Bureau and represented Japan on the Inter-American Tropical Tuna Commission from 1972 to 1974. In April 1973, he explained Japan's support for the International Cocoa Agreement to the House of Councillors' Foreign Affairs Committee. He argued that a price band, buffer stocks, and purchasing preferences would help secure stable supplies for importers. He also said Japan would continue encouraging the United States, a major consumer that had declined to sign, to participate.","Nishida subsequently served as minister at the Washington embassy. He and his wife attended the June 30, 1976, White House luncheon for Prime Minister Takeo Miki.","His later career included service at the United Nations and ambassadorships to Switzerland and Italy. In Italy, he accompanied filmmaker Akira Kurosawa to a reception with President Francesco Cossiga for a screening of Ran and a subsequent lunch at the Quirinale. He also worked on international expositions, including Japan's 1990 flower and garden exposition and Aichi's campaign for the 2005 world exposition."],"id":"japan:seiya nishida","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-b2e913b9f5dfd991585e.html","name":"Seiya Nishida","notes":[],"paragraphSources":[["nishida-biography","nishida-harvard"],["nishida-cocoa","nishida-iattc"],["nishida-ford"],["nishida-biography","nishida-quirinale"]],"profileUrl":"diplomat-b2e913b9f5dfd991585e.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"c81d77bb3152c2df","sources":[{"accessedOn":"2026-10-28","date":null,"id":"nishida-biography","locator":"Career chronology and cited government directories","publisher":"Japanese Wikipedia","title":"西田誠哉","type":"reference","url":"https://ja.wikipedia.org/wiki/%E8%A5%BF%E7%94%B0%E8%AA%A0%E5%93%89"},{"accessedOn":"2026-10-28","date":"1973-04-24","id":"nishida-cocoa","locator":"Statements 10 and 12","publisher":"National Diet Library","title":"第71回国会 参議院 外務委員会 第8号","type":"primary-record","url":"https://kokkai.ndl.go.jp/simple/detail?minId=107113968X00819730424"},{"accessedOn":"2026-10-28","date":"1976-06-30","id":"nishida-ford","locator":"PDF page 8, Appendix B luncheon attendance","publisher":"Gerald R.
