Born in Jeddah in 1929, he graduated from Cairo's King Fuad I University in 1951 and joined the Foreign Ministry. His early assignments included Washington, Madrid, Buenos Aires, and Caracas; he also advised King Saud through the Cabinet's General Secretariat. He later headed missions in Europe and Latin America before becoming ambassador to the United States in 1979.","The Washington appointment brought al-Hegelan back to a city he knew from the 1950s. He looked forward to renewing his acquaintance with former Saudi desk officer David Newsom. He explained that he had adopted “al-Hegelan” to distinguish himself from another Saudi ambassador, Jamil al-Hujailan. He remained in Washington until 1983.","Al-Hegelan subsequently became health minister, serving from 1985 to 1995, and chaired the Saudi Red Crescent's board. He also held responsibilities at King Faisal Specialist Hospital and King Khaled Eye Specialist Hospital. He returned to the Foreign Ministry as ambassador to France in 1996, remaining until 2003. He died in Beirut in January 2019."],"id":"saudi-arabia:saudi-arabia-person-faisal-al-hegelan","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-313cad927e051929690d.html","name":"Faisal Al-Hegelan","notes":[],"paragraphSources":[["arabnews","albayan"],["cable-1979","embassy-roster"],["arabnews","albayan"]],"profileUrl":"diplomat-313cad927e051929690d.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"c32e0809fafa9bc4","sources":[{"accessedOn":"2026-10-28","date":"2019-01-10","id":"arabnews","locator":"Biographical obituary","publisher":"Arab News","title":"FaceOf: Faisal Al-Hegelan, veteran Saudi diplomat","type":"contemporary-report","url":"https://www.arabnews.com/saudi-arabia/faceof-faisal-al-hegelan-veteran-saudi-diplomat-1433731"},{"accessedOn":"2026-10-28","date":"2019-01-20","id":"albayan","locator":"Abdullah al-Madani, career sections","publisher":"Al Bayan","title":"فيصل الحجيلان.. 50 عاماً في السلك الدبلوماسي","type":"reference","url":"https://www.albayan.ae/five-senses/mirrors/2019-01-20-1.3464910"},{"accessedOn":"2026-10-28","date":"1979-03-16","id":"cable-1979","locator":"1979STATE065346, paragraphs 5–6","publisher":"U.S. Department of State, declassified cable via Public Library of U.S. Diplomacy","title":"New Saudi Ambassador to the U.S.","type":"primary-record","url":"https://search.wikileaks.org/plusd/cables/1979STATE065346_e.html"},{"accessedOn":"2026-10-28","date":null,"id":"embassy-roster","locator":"Faisal Al-Hegelan, 1979–1983","publisher":"Embassy of Saudi Arabia, Washington","title":"Former Ambassadors","type":"official-biography","url":"https://us.saudiembassy.sa/en/Embassy/Pages/FormerAmbassadors.aspx"},{"accessedOn":"","date":"1957-03-01","id":"mission-fb7c74eb00751e909245","locator":"Faisal Hegelan participated as third secretary of the Saudi embassy; this precedes his ambassadorship.","publisher":"","title":"Arab envoys meet Dulles on Israeli withdrawal, 1 March 1957","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1955-57v17/d177"}],"topics":["Saudi diplomatic service","public health"]},"schemaVersion":1}
