Commissioned in 1940, he served with the 18th Cavalry in North Africa and became a prisoner of war in 1942. Captivity in Italy and Germany gave him time to study languages and literature. After partition he joined Pakistan's army, eventually becoming a lieutenant general and commander in East Pakistan.","In March 1971, facing demands to suppress the political movement in East Pakistan, Yaqub urged a negotiated settlement and left his command rather than carry out that policy. His military career ended as the confrontation moved toward the war that created Bangladesh. Zulfikar Ali Bhutto subsequently appointed him ambassador in France, and he presented credentials in Washington in February 1974.","His intervention in Washington came during the Hanafi hostage crisis of March 1977. Working with Egypt's Ashraf Ghorbal and Iran's Ardeshir Zahedi, he negotiated with the armed captors and helped secure the hostages' release. Their participation was recognized in the U.S. Senate, where Howard Baker and Charles Mathias thanked the three ambassadors alongside the police and city authorities.","Yaqub later served in Moscow and became foreign minister in 1982. He led Pakistan's delegation during the early Geneva negotiations over Afghanistan. Fellow negotiator Riaz Mohammad Khan later recalled that most agreement texts had been prepared under Yaqub's leadership before 1985, although the timetable for Soviet withdrawal remained unsettled. Yaqub left the ministry in 1987 before the accords were signed, returned in 1988, and served under Benazir Bhutto and in the succeeding administrations until 1991.","In March 1992 the United Nations appointed him special representative for Western Sahara, seeking progress toward the planned self-determination referendum. The mission remained troubled by disputes over voter eligibility and implementation. Human Rights Watch's 1995 investigation reported diplomatic criticism that Yaqub was insufficiently present and engaged on the ground, alongside broader failures of UN oversight.","He returned briefly as Pakistan's foreign minister in the caretaker government of 1996–97. He died in January 2016."],"id":"pakistan:sahabzada-yaqub-khan","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-f066a487f349c60e4459.html","name":"Sahabzada Yaqub Khan","notes":[],"paragraphSources":[["yaqub-ford73","yaqub-murshed"],["yaqub-ford74","yaqub-ford73"],["yaqub-hostages"],["yaqub-murshed","yaqub-geneva"],["yaqub-un","yaqub-hrw"],["yaqub-murshed"]],"profileUrl":"diplomat-f066a487f349c60e4459.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"e809cd76e1fb0ed4","sources":[{"accessedOn":"2026-10-28","date":"1973-12","id":"yaqub-ford73","locator":"Biographical attachment, PDF page 3","publisher":"Gerald R.
