John Quincy Adams’s diary supplies a direct record of the transition: on 14 February 1821, Roth, described as the former chargé, requested an audience at which the returning minister could present the members of his legation to President James Monroe.","His work included the dispute over the French ship Apollon, seized by American authorities in Spanish Florida.
