These assignments preceded his leadership of political affairs at the foreign ministry during the First World War.","As chargé d'affaires in Washington, he signed a commercial agreement with Acting Secretary of State Alvey Adee on 20 August 1902. It extended the existing Franco-American arrangement to Algeria and Puerto Rico and temporarily gave Puerto Rican coffee the benefit of France's minimum tariff.","After the war, Margerie became ambassador in Brussels and then Berlin. He disagreed with Raymond Poincaré over the occupation of the Ruhr but remained at the German post until retirement in 1931.
