He graduated from Christ Church, Oxford, with a first in philosophy, politics, and economics and served as president of the Oxford Union. After work at the Treasury, he became economics editor of The Times and a presenter of Weekend World. His appointment to Washington in 1977 was unusual: he was not a career diplomat and was married to the daughter of Prime Minister James Callaghan.","Jay attributed the initiative for his appointment to Foreign Secretary David Owen. He recalled arriving amid controversy and meeting embassy staff collectively and individually to establish a working relationship. He later recalled allowing the embassy’s economic minister, William Ryrie, to sign communications made in his capacity as an International Monetary Fund director, resolving a dispute over the ambassador’s authority and the Treasury’s direct channel.","Economic policy was a substantive part of Jay’s embassy work. At Callaghan’s March 1978 luncheon with Jimmy Carter, he discussed exchange rates, reserve currencies, and preparations for the Bonn summit. Jay supported the prime minister’s view that longer term monetary problems remained to be addressed. His own account also emphasises contacts with Congress on Irish-American issues and the need to work with officials below presidential level to get business done.","Jay left Washington after the change of British government in 1979. He returned to broadcasting and economic commentary, became involved in TV-am, worked for Robert Maxwell, and later served as the BBC’s economics editor. He was also a non-executive director of the Bank of England. He retained his connection with Christ Church throughout his later life and died in September 2024."],"id":"united-kingdom:peter jay","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-7641c8d0357ef041a69e.html","name":"Peter Jay","notes":[],"paragraphSources":[["src-247b089dca5503e8","src-340c353c4eeba799"],["src-340c353c4eeba799"],["src-38bd85ed1c448288","src-340c353c4eeba799"],["src-247b089dca5503e8","src-340c353c4eeba799"]],"profileUrl":"diplomat-7641c8d0357ef041a69e.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"77d6aaae11ea236b","sources":[{"accessedOn":"2026-10-28","date":"2024-09-23","id":"src-247b089dca5503e8","locator":"Alumni memorial","publisher":"Christ Church, Oxford","title":"Peter Jay (1957, PPE)","type":"institutional-history","url":"https://chchconnections.org/news/alumni/203/203-PETER-JAY-1957-PPE"},{"accessedOn":"2026-10-28","date":"2006-02-24","id":"src-340c353c4eeba799","locator":"Career index; pp.26–30,34–37","publisher":"Churchill Archives Centre","title":"Peter Jay: British Diplomatic Oral History interview","type":"archive","url":"https://oa-churchillarchives.libnova.com/file/36196/content"},{"accessedOn":"2026-10-28","date":"1978-03-23","id":"src-38bd85ed1c448288","locator":"FRUS1977–1980 III, document122","publisher":"US Department of State, Office of the Historian","title":"Memorandum of conversation: Carter’s luncheon with Callaghan","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1977-80v03/d122"},{"accessedOn":"","date":"1978-03-23","id":"mission-23cacaf0ba0c21b6a209","locator":"Joined James Callaghan and Jimmy Carter for March 1978 talks on economic policy and international currencies.","publisher":"","title":"FRUS: Carter–Callaghan economic talks","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1977-80v03/d121"}],"topics":["Economic diplomacy","Broadcasting","International monetary system","Northern Ireland","Political appointments"]},"schemaVersion":1}
