The mediators had read the letter to the American delegates before sending it, but had not supplied a copy. Dodge forwarded the text after it appeared in the press, explaining that the department should have an authentic version.","Before Niagara Falls, Dodge had represented the United States in Central America, Morocco, and Panama.
