A California lawyer and former deputy attorney general, he had been deputy secretary of state under Jimmy Carter and a principal negotiator in the effort to free the American hostages in Iran. He later led the commission investigating the Los Angeles Police Department before returning to national office.","Christopher favored sustained negotiation and alliance consultation. His department supported the Oslo process between Israel and the Palestine Liberation Organization and the 1994 treaty between Israel and Jordan. The agreements created new diplomatic arrangements without resolving all the disputes over territory, security, and Palestinian statehood.","He also supported NATO’s Partnership for Peace and restored diplomatic relations with Vietnam in 1995. In the Balkans, he participated in the negotiations that produced the Dayton settlement ending the Bosnian War, alongside the American negotiating team led by Richard Holbrooke. These initiatives extended American engagement in Europe and Asia after the Cold War. His secretaryship nevertheless faced the limits of negotiated settlements in conflicts involving communal violence and weak institutions. Christopher left office in January 1997 and returned to private legal work."],"id":"global:person-2a9fbc8aac3cd49b7c56035a","identifiers":{},"identityScope":"global","legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-989f6b2389e0ef3e9c53.html","name":"Warren Christopher","notes":[],"paragraphSources":[["growth-person-2a9fbc8aac3cd49b7c56035a-secretary-christopher-warren-minor"],["growth-person-2a9fbc8aac3cd49b7c56035a-secretary-christopher-warren-minor"],["growth-person-2a9fbc8aac3cd49b7c56035a-secretary-christopher-warren-minor","growth-person-2a9fbc8aac3cd49b7c56035a-secretary-context-christopher-dayton-museum"]],"profileUrl":"diplomat-989f6b2389e0ef3e9c53.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-11-04","revision":"f19a8b73925178d4","sources":[{"accessedOn":"2026-11-04","date":"","id":"growth-person-2a9fbc8aac3cd49b7c56035a-secretary-christopher-warren-minor","locator":"Introduction, Rise to Prominence, Influence on American Diplomacy, and service chronology","publisher":"U.S. Department of State, Office of the Historian","title":"Biographies of the Secretaries of State: Warren Christopher","type":"institutional","url":"https://history.state.gov/departmenthistory/people/christopher-warren-minor"},{"accessedOn":"2026-11-04","date":"","id":"growth-person-2a9fbc8aac3cd49b7c56035a-secretary-context-christopher-dayton-museum","locator":"November 1, 1995 opening of negotiations by Christopher and Holbrooke","publisher":"U.S. Department of State, National Museum of American Diplomacy","title":"Diplomacy Ends a War: The Dayton Accords","type":"institutional","url":"https://diplomacy.state.gov/online-exhibits/diplomacy-ends-a-war-the-dayton-accords/"}],"topics":[]},"schemaVersion":1}
