Acting as Secretary of State, he answered Charles Bagot’s note of 28 April on the following day. Each government accepted limits on the number, size, and armament of its vessels and agreed to dismantle the remaining armed vessels on the lakes. Bagot spoke for Britain; Canada was not yet an independent party to the agreement.","Rush had been Attorney General before serving as acting Secretary of State from March to September 1817. He then became the United States minister to Britain, presenting his credentials in February 1818 and remaining until 1825. His later appointment to France lasted from 1847 to 1849. When the French monarchy fell in 1848, he presented new credentials to the republican government.","Between those diplomatic postings, Rush served as Secretary of the Treasury under John Quincy Adams. He defended the Second Bank of the United States as the government’s depository, supported protective tariffs, and improved the department’s collection of commercial statistics."],"id":"global:person-174efad4e69590196a72b6cc","identifiers":{},"identityScope":"global","legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-e488aaefe2b755b40919.html","name":"Richard Rush","notes":[],"paragraphSources":[["rush-treaty"],["rush-roster","rush-archives"],["rush-treasury"]],"profileUrl":"diplomat-e488aaefe2b755b40919.html","relatedEvents":[],"relatedPeople":[{"name":"Charles Bagot","note":"Exchanged the signed notes limiting naval forces on the Great Lakes, 28 and 29 April 1817.","profileUrl":"diplomat-ed3ec431e208df973179.html","sourceIds":["rush-treaty"],"targetId":"united-kingdom:charles bagot","type":"co_signatory"}],"relationships":[{"note":"Exchanged the signed notes limiting naval forces on the Great Lakes, 28 and 29 April 1817.","sourceIds":["rush-treaty"],"targetId":"united-kingdom:charles bagot","type":"co_signatory"}],"researchStatus":"reviewed","reviewedOn":"2026-11-01","revision":"e7cacd76ea0b0941","sources":[{"accessedOn":"2026-11-01","date":"","id":"rush-treaty","locator":"Notes I and II, Washington, 28 and 29 April 1817","publisher":"Government of Canada, Treaty Law Division","title":"Exchange of Notes Concerning Naval Forces on the Great Lakes","type":"primary","url":"https://www.treaty-accord.gc.ca/text-texte.aspx?id=101662"},{"accessedOn":"2026-11-01","date":"","id":"rush-roster","locator":"Appointment entries for acting Secretary of State, Great Britain, and France","publisher":"U.S. Department of State, Office of the Historian","title":"Richard Rush (1780–1859)","type":"institutional","url":"https://history.state.gov/departmenthistory/people/rush-richard"},{"accessedOn":"2026-11-01","date":"","id":"rush-archives","locator":"Biographical introduction and microfilm edition description","publisher":"U.S. National Archives, NHPRC","title":"The Papers of Richard Rush","type":"archival finding aid","url":"https://www.archives.gov/nhprc/projects/catalog/richard-rush"},{"accessedOn":"2026-11-01","date":"","id":"rush-treasury","locator":"Biographical text beneath the portrait","publisher":"U.S. Department of the Treasury","title":"Richard Rush (1825–1829)","type":"institutional","url":"https://home.treasury.gov/about/history/prior-secretaries/richard-rush-1825-1829"}],"topics":[]},"schemaVersion":1}
