In that office he promoted the Colombo Plan and negotiated with John Foster Dulles over the security treaty that became ANZUS.","As ambassador in Washington from 1951, Spender pressed for closer alignment with American foreign and defense policy. His activism sometimes exceeded Canberra’s instructions and brought him into conflict with Robert Menzies and Richard Casey. At the United Nations he defended Australian positions on immigration and colonial administration.","Spender moved to the International Court of Justice in 1958 and became its president in 1964. In 1966 he cast the decisive vote in the South West Africa cases, a controversial ruling that prevented consideration of the applicants’ claims. He later published accounts of his diplomacy and political career."],"id":"australia:percy-spender","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-66b517aa2aa8b786cd3f.html","name":"Percy Spender","notes":[],"paragraphSources":[["spender-adb"],["spender-adb"],["spender-adb"]],"profileUrl":"diplomat-66b517aa2aa8b786cd3f.html","relatedEvents":[{"basis":"reviewed-context","country":"Australia","date":"1951-09-01","description":"Australia, New Zealand, and the United States sign a Pacific security treaty in San Francisco, giving their wartime partnership a lasting diplomatic framework.","id":"australia-1951","note":"Spender’s biography documents his negotiations with Dulles for ANZUS, before and during his Washington appointment.","sourceUrls":["https://history.state.gov/milestones/1945-1952/anzus"],"title":"ANZUS is signed","url":"Australia.html#history-australia-1951"}],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"c674375762cc31ce","sources":[{"accessedOn":"2026-10-28","date":"","id":"spender-adb","locator":"Biographical entry and cited archival bibliography","publisher":"Australian Dictionary of Biography, Australian National University","title":"Sir Percy Claude Spender (1897–1985)","type":"scholarship","url":"https://adb.anu.edu.au/biography/spender-sir-percy-claude-15475"},{"accessedOn":"","date":"2026-10-25","id":"mission-728a9c9ed3df440e24d5","locator":"Ambassador 1951–1958; corrects the heritage roster’s 1957 end year.","publisher":"","title":"National Portrait Gallery — Sir Percy Spender","type":"Mission record","url":"https://www.portrait.gov.au/people/percy-spender-1897"}],"topics":["ANZUS","Colombo Plan","international law"]},"schemaVersion":1}
