He worked on President Juscelino Kubitschek’s staff, served in Rome and at the Latin American Free Trade Association in Montevideo, and led Brazil’s trade office in New York. From 1971 he directed the Foreign Ministry’s trade promotion department, expanding overseas support for Brazilian commerce and investment.","He became secretary-general of the Foreign Ministry in 1985 and undertook a special economic and commercial negotiating mission to the United States in 1986. After an ambassadorship in London, he took charge of the Washington embassy in November 1993.
