He entered the Cuban House of Representatives in 1936, served as a secretary of the 1940 Constituent Assembly, and became secretary of the House in 1944. Elected senator for Havana Province in 1948, he was on leave from that office when appointed ambassador to the United States.","In Washington in August 1949, Gans advocated an economic development treaty that would stabilize Cuba’s share of the American sugar market and provide technical training for Cuban workers. He also proposed separating provisions concerning access to courts, personal security, and other rights into a human rights convention.","Later that year he chaired the fifth conference of the Food and Agriculture Organization. The conference selected Rome for its permanent headquarters, approved expanded technical assistance, and decided to add Spanish as a working language after the move. His vice-chairmen included Australia’s ambassador Norman Makin.","Gans returned to Cuban cabinet service as justice minister in February 1950. He became minister of state in August 1951 and prime minister on 1 October. During his brief foreign ministry tenure, he returned to Washington with Ambassador Luis Machado to discuss sugar legislation and American private claims against Cuba. The promised payments on those claims did not materialize during 1951."],"id":"cuba:oscar gans","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-08cad92c71bd812aadb2.html","name":"Oscar Gans","notes":[],"paragraphSources":[["gans-career"],["gans-economic"],["gans-fao"],["gans-career","gans-1951"]],"profileUrl":"diplomat-08cad92c71bd812aadb2.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Luis Machado","note":"Attended the 11 September 1951 State Department meeting together on Cuban sugar and American private claims.","profileUrl":"diplomat-baa9e384569bb1c3a208.html","sourceIds":["gans-1951"],"targetId":"cuba:luis machado","type":"worked_with"}],"relationships":[{"certainty":"documented","note":"Attended the 11 September 1951 State Department meeting together on Cuban sugar and American private claims.","sourceIds":["gans-1951"],"targetId":"cuba:luis machado","type":"worked_with"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"a46391c8fba52683","sources":[{"accessedOn":"2026-10-28","date":"1950-02-07","id":"gans-career","locator":"pp. 1–2, new ministers and Oscar Gans biography","publisher":"U.S. Embassy Havana, despatch 268; scan hosted by LatinAmericanStudies.org","title":"New Cabinet Appointed February 3: President Prío Announces New Phase of Government","type":"primary-record","url":"https://www.latinamericanstudies.org/embassy/R8-268-2-7-1950.pdf"},{"accessedOn":"2026-10-28","date":"1949-08-09","id":"gans-economic","locator":"Document 390","publisher":"Office of the Historian, U.S. Department of State","title":"Memorandum of Conversation by Eugene Desvernine","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1949v02/d390"},{"accessedOn":"2026-10-28","date":"1949","id":"gans-fao","locator":"Headquarters, technical assistance, other actions and conference organization sections","publisher":"Food and Agriculture Organization","title":"The 1949 Conference of FAO: An Interpretive Summary","type":"official-report","url":"https://www.fao.org/4/x5579E/x5579e02.htm"},{"accessedOn":"2026-10-28","date":"1951-09-07","id":"gans-1951","locator":"Document 778, especially editorial notes 2, 4 and 6","publisher":"Office of the Historian, U.S. Department of State","title":"Projected visit of Minister of State Gans to Department","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1951v02/d778"},{"accessedOn":"","date":"2015-09-16 (page date; table includes 17 September)","id":"mission-3c90b64cdbf56789616d","locator":"","publisher":"","title":"Diplomatic Representation for the Republic of Cuba","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/91599.htm"},{"accessedOn":"","date":"","id":"mission-15280f93909430ab1668","locator":"","publisher":"","title":"Oscar Gans — mission record (1949–1950)","type":"Mission record","url":"https://www.trumanlibrary.gov/calendar/search?page=149"}],"topics":["sugar trade","food and agriculture","human rights","parliamentary politics"]},"schemaVersion":1}
