His wartime service brought him into contact with Calixto García, José Miguel Gómez, and Máximo Gómez. He subsequently built a career in the Liberal Party, parliament, law, and journalism, and taught at the University of Havana.","Ferrara represented Cuba in Washington and signed the General Treaty of Inter-American Arbitration on 5 January 1929. The treaty committed its parties to arbitrate international disputes of a legal character that diplomacy had failed to settle, subject to specified exceptions.","His later service as Gerardo Machado’s secretary of state tied him closely to the regime. In 1932 he dealt with the asylum of former president Mario García Menocal and two companions in the Brazilian legation. Cuba and Brazil reached a practical arrangement permitting their departure without resolving their disagreement over the asylum convention. Pedro Martínez Fraga, later ambassador in Washington, was one of those seeking refuge.","Ferrara returned to constitutional politics as a delegate to the 1940 assembly. His later diplomatic work included representation at UNESCO. He also wrote extensively on political and diplomatic history, including a study of European intervention proposals during Cuba’s independence struggle and books on the Renaissance.","After the 1959 revolution he settled in Italy and continued writing his memoirs. He died in Rome in 1972."],"id":"cuba:orestes ferrara","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-140bbd977da987e3bd4b.html","name":"Orestes Ferrara","notes":[],"paragraphSources":[["ferrara-study"],["ferrara-treaty"],["ferrara-asylum","ferrara-study"],["ferrara-convivencia","ferrara-study"],["ferrara-convivencia","ferrara-study"]],"profileUrl":"diplomat-140bbd977da987e3bd4b.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"afddda7fd4bcc059","sources":[{"accessedOn":"2026-10-28","date":"2022","id":"ferrara-study","locator":"Introduction and discussion of Tentativas de Intervención Europea en América","publisher":"Dariana Hernández Pérez and Humberto Sainz Cano, Política Internacional 4(3)","title":"La concepción de la diplomacia de Orestes Ferrara a través de sus textos","type":"scholarship","url":"https://portal.amelica.org/ameli/journal/332/3323450010/html/"},{"accessedOn":"2026-10-28","date":"1929-01-05","id":"ferrara-treaty","locator":"Document 512, articles 1–2 and Cuban signatures","publisher":"Office of the Historian, U.S. Department of State","title":"General Treaty of Inter-American Arbitration","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1929v01/d512"},{"accessedOn":"2026-10-28","date":"1932-07-06","id":"ferrara-asylum","locator":"Document 602, Menocal asylum negotiations","publisher":"Office of the Historian, U.S. Department of State","title":"The Ambassador in Cuba to the Secretary of State","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1932v05/d602"},{"accessedOn":"2026-10-28","date":"2016","id":"ferrara-convivencia","locator":"pp. 13–19, particularly 13 and 17","publisher":"Héctor Maseda Gutiérrez, Convivencia 54","title":"Nuestros pensadores XXIV: Orestes Ferrara Marino","type":"historical-essay","url":"https://centroconvivencia.org/wp-content/uploads/2022/11/Convivencia-54.pdf"},{"accessedOn":"","date":"2015-09-16 (page date; table includes 17 September)","id":"mission-3c90b64cdbf56789616d","locator":"","publisher":"","title":"Diplomatic Representation for the Republic of Cuba","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/91599.htm"}],"topics":["Cuban independence","inter-American arbitration","political asylum","Machado government","diplomatic history"]},"schemaVersion":1}
