He graduated from Kyiv State University in 1978, earned a doctorate in history, and worked in institutes of the Ukrainian Academy of Sciences. After a period as a visiting scholar at University College London, he entered the foreign service in 1993. Assignments in Geneva and the Benelux countries preceded his appointment as deputy foreign minister, when he led Ukraine's negotiations on the EU–Ukraine Action Plan.","In Washington, Shamshur helped negotiate the Strategic Partnership Charter signed in December 2008 and establish the bilateral commission that first met the following year. Senator John Kerry's farewell tribute also credited him with work toward ending Jackson–Vanik restrictions, creating the trade and investment council, and resolving obstacles to the Overseas Private Investment Corporation's return to Ukraine.","After his American posting, Shamshur worked in consultancy and at the German Marshall Fund.
