His career combined consular work, trade, finance, and government administration. Overseas assignments included Canada, Costa Rica, repeated postings in Washington, and consular service in Hartford and New York.","At the Washington embassy he headed the trade policy section in 1992–1995 and the financial section in 2003–2006. Between those assignments he worked in the Brazilian presidency and served as chief of staff to the attorney general. He coauthored the federal administration’s official style guide and participated in the organized presidential transition of 2002. He became chargé d’affaires in Washington in June 2019, and the Senate approved his nomination as ambassador on 22 September 2020.","At his confirmation hearing, Forster identified defence, scientific, technological, and space cooperation as areas he wanted to develop.
