Trained in law, he accompanied the Liberal government during the War of Reform and arrived in the United States in 1859 to work with José María Mata. He soon assumed responsibility for the legation, seeking recognition, credit, and supplies for Benito Juárez's government.","During the French intervention he worked to keep the United States committed to the Mexican republic rather than Maximilian's empire. His diplomacy included conversations with American officials, approaches to senators, and a campaign of publications explaining the republican cause. American support remained constrained by the Civil War and the Lincoln administration's wish to avoid a conflict with France; Romero's advocacy did not immediately overcome that caution.","In July 1865 he delivered to William Seward letters concerning former senator William Gwin's plan to settle disaffected Americans in northern Mexico under French protection. Romero presented the project as a threat to both republics and sent copies to Juárez's government.","Between diplomatic assignments Romero served as finance minister. His reform proposals sought more reliable federal revenue and a fiscal system compatible with economic development. Some proposals were implemented only gradually. Outside government he invested in coffee cultivation in the Soconusco and in railway schemes, including a venture with Ulysses S. Grant. His public advocacy of transport, trade, and agricultural exports overlapped with these private investments.","His later Washington work included negotiations with Guatemala over Chiapas and the Soconusco in 1882 and promotion of a reciprocal commercial agreement with the United States. Historian Mónica Toussaint shows how his knowledge of the disputed border and his commercial interests shaped those activities. The commercial project also attracted criticism over its prospective benefits to railway investors.","He died in the United States in December 1898, after repeated returns to the Washington mission."],"id":"mexico:mx-matias-romero","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-b4e33ef9a7e775f0fdd9.html","name":"Matías Romero","notes":[],"paragraphSources":[["romero-imr"],["romero-us","romero-business"],["romero-gwin"],["romero-hacienda","romero-business"],["romero-business"],["romero-hacienda"]],"profileUrl":"diplomat-b4e33ef9a7e775f0fdd9.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"fee9470f9edbd0b7","sources":[{"accessedOn":"2026-10-28","date":"2016-01-01","id":"romero-imr","locator":"Biographical introduction","publisher":"Instituto Matías Romero","title":"Biografía de Matías Romero","type":"official-biography","url":"https://www.gob.mx/imr/acciones-y-programas/biografia-de-matias-romero-28454"},{"accessedOn":"2026-10-28","date":null,"id":"romero-us","locator":"Republican diplomacy and U.S. neutrality sections","publisher":"U.S. Department of State, Office of the Historian","title":"French Intervention in Mexico and the American Civil War, 1862–1867","type":"institutional-history","url":"https://history.state.gov/milestones/1861-1865/french-intervention"},{"accessedOn":"2026-10-28","date":"2012","id":"romero-business","locator":"El político, El empresario and El negociador sections","publisher":"Latinoamérica55 / Instituto Mora","title":"Mónica Toussaint Ribot, Los negocios de un diplomático: Matías Romero en Chiapas","type":"scholarship","url":"https://www.scielo.org.mx/scielo.php?pid=S1665-85742012000200006&script=sci_arttext"},{"accessedOn":"2026-10-28","date":"1865-07-08","id":"romero-gwin","locator":"1865 partIII,document501,letter and enclosures","publisher":"U.S. Department of State, FRUS","title":"Romero to Seward, 8 July 1865","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1865p3/d501"},{"accessedOn":"2026-10-28","date":null,"id":"romero-hacienda","locator":"Biographical and fiscal-policy account","publisher":"Secretaría de Hacienda y Crédito Público","title":"Matías Romero Avendaño, Salón de los Retratos de los Ex Secretarios","type":"official-biography","url":"https://www.apartados.hacienda.gob.mx/galeria_secretarios/html2/uno.html"},{"accessedOn":"","date":"","id":"mission-1e0372608584a63cc212","locator":"Separates Washington periods 1882–1891 and 1893–1898; do not silently collapse the interruption.","publisher":"","title":"Instituto Mora — Matías Romero archive","type":"Mission record","url":"https://www.institutomora.edu.mx/Archivoprivado/SitePages/Matias_Romero.aspx"},{"accessedOn":"","date":"","id":"mission-1d2d714bf376dd4a4364","locator":"Romero became Mexico’s first ambassador in Washington in 1898.","publisher":"","title":"SRE Matías Romero Institute — Matías Romero","type":"Mission record","url":"https://seccionesimr.sre.gob.mx/docs/MatiasRomero-ingles_final.pdf"},{"accessedOn":"","date":"","id":"mission-9fe6d5f27d546bc5f4ec","locator":"Official historical roster.
