He served as Guanajuato's government secretary and later as undersecretary of the interior. His legal work extended to international claims commissions, while his institutional appointments included the boards of the national railways and the Bank of Mexico.","Before becoming ambassador, he represented Mexico in the 1923 Bucareli negotiations with the United States. His work on ownership of the subsoil addressed the constitutional questions behind disputes over foreign investment and petroleum rights. A UNAM reproduction of his legal study identifies him as the commissioner who spoke for Mexico's Foreign Ministry in those discussions.","As ambassador in 1933–1934, González Roa dealt with unresolved border questions as well as the broader bilateral relationship. In September 1934, he urged Secretary of State Cordell Hull to secure a prompt boundary commission decision concerning land around the Ojinaga and Machuca islands, where sudden changes in the Rio Grande's course had raised questions of sovereignty. He argued that the commission already possessed enough evidence to decide the matter.","González Roa also participated in the 1928 Havana Pan-American Conference and the 1929 Bolivia-Paraguay inquiry and conciliation commission in Washington. His published studies included El problema rural de México and El aspecto agrario de la revolución mexicana. He died in 1936."],"id":"mexico:mx-fernando-gonzalez-roa","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-7fb5056ca9db25f3cb41.html","name":"Fernando González Roa","notes":[],"paragraphSources":[["gonzalez-reference"],["gonzalez-bucareli"],["gonzalez-boundary"],["gonzalez-reference"]],"profileUrl":"diplomat-7fb5056ca9db25f3cb41.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"9527e1155ffd1f63","sources":[{"accessedOn":"2026-10-28","date":null,"id":"gonzalez-reference","locator":"Biography, institutional appointments and bibliography; revision 1347559243","publisher":"Wikipedia","title":"Fernando González Roa","type":"reference","url":"https://en.wikipedia.org/wiki/Fernando_Gonz%C3%A1lez_Roa"},{"accessedOn":"2026-10-28","date":null,"id":"gonzalez-bucareli","locator":"PDF p.1, printed p.213, editorial note and reproduced 1922 study title","publisher":"UNAM, Instituto de Investigaciones Jurídicas","title":"Las conferencias de Bucareli y la propiedad del subsuelo — El régimen constitucional del subsuelo, Fernando González Roa","type":"primary-record","url":"https://archivos.juridicas.unam.mx/www/bjv/libros/2/938/15.pdf"},{"accessedOn":"2026-10-28","date":"1934-09-26","id":"gonzalez-boundary","locator":"Document 473, 26 September 1934","publisher":"U.S. Department of State","title":"González Roa to the Secretary of State","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1934v05/d473"},{"accessedOn":"","date":"","id":"mission-9fe6d5f27d546bc5f4ec","locator":"Official historical roster.
