He entered the Finance Ministry before joining the consular service. Appointments in Greece, New York, and the Netherlands preceded his return to New York as consul general in 1907. He also wrote fiction: his novels included Merâret-i Hayât, İnhimâk-ı Memât, and Diyana, and his stories appeared in several literary periodicals. His literary circle included Halit Ziya and Mehmet Rauf.","The constitutional revolution of 1908 changed his American assignment. After Mehmed Ali Bey’s dismissal in August, Münci took charge of the Washington legation. Historian Arif Kolay identifies him as a supporter of the Committee of Union and Progress, whose takeover brought substantial changes to the Ottoman diplomatic service.","Münci publicly announced the general amnesty for Ottoman political exiles on 30 July 1908, encouraging emigrants to return without fear of political punishment. He also promoted a Carnegie Hall gathering of Turks, Armenians, Syrians, and Greeks to discuss the constitutional government.","He subsequently served as consul general in London and Amsterdam. Retired in 1917, he remained in the Netherlands, engaged in commerce, and died there in 1931."],"id":"turkey:munci-bey","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-18eaf44df313757d124c.html","name":"Münci Bey","notes":[],"paragraphSources":[["munci-literature"],["munci-reorganization"],["munci-diaspora"],["munci-literature"]],"profileUrl":"diplomat-18eaf44df313757d124c.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"365e698abf5c1d7b","sources":[{"accessedOn":"2026-10-28","date":null,"id":"munci-literature","locator":"pp. 370–372; career chronology and literary activity","publisher":"Hars Akademi 5/2 (2022)","title":"Serkan Tuna, Fikripaşazade Mehmet Münci’nin Tüm Eserlerine Katkı: Kataloglarda Kalmış Üç Hikâyesi","type":"scholarly-article","url":"https://makale.isam.org.tr/server/api/core/bitstreams/84bddb6f-d269-421e-90f5-2ba60364646e/content"},{"accessedOn":"2026-10-28","date":null,"id":"munci-reorganization","locator":"p. 197","publisher":"Türkiyat Mecmuası 27/1 (2017)","title":"Arif Kolay, II.
