After training as an aviation technician and working at a Tashkent aircraft factory, he studied law at Tashkent State University, graduating in 1972. He worked in prosecution and justice institutions before becoming a regional judge, a member of the Uzbek Supreme Court, and chairman of the Andijan regional court. By 1989 he chaired the Supreme Court of the Uzbek Soviet republic.","Malikov was independent Uzbekistan’s first justice minister, serving from 1991 to 1993, and its first ambassador to the United States in 1993. His Washington assignment ended in a break with President Islam Karimov’s government. A contemporary Radio Free Europe/Radio Liberty digest reported that he had received political asylum in the United States in 1993 and had become an opponent of Karimov. A later Uzbek press history of the Justice Ministry records that he remained in the United States with his family after his diplomatic service."],"id":"uzbekistan:mukhamed bobir malikov","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-904c604978c2d6271102.html","name":"Mukhamed Bobir Malikov","notes":[],"paragraphSources":[["malikov-career","malikov-ministry-history"],["malikov-ministry-history","malikov-asylum"]],"profileUrl":"diplomat-904c604978c2d6271102.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"addca05d065699f1","sources":[{"accessedOn":"2026-10-28","date":null,"id":"malikov-career","locator":"Education and legal-career chronology","publisher":"CentrAsia","title":"МАЛИКОВ Мухаммед-Бабур Маджидович","type":"reference","url":"https://centrasia.org/person2.php?st=1090725192"},{"accessedOn":"2026-10-28","date":"2022-01-11","id":"malikov-ministry-history","locator":"Muhammad-Bobur Malikov section","publisher":"Kun.uz","title":"Adliya vazirligiga 30 yil: Malikovdan Davletovgacha","type":"contemporary-report","url":"https://kun.uz/news/2022/01/11/adliya-vazirligiga-30-yil-malikovdan-davletovgacha"},{"accessedOn":"2026-10-28","date":"1995-10-06","id":"malikov-asylum","locator":"Transcaucasia & Central Asia; first item","publisher":"Radio Free Europe/Radio Liberty, OMRI Daily Digest","title":"Newsline – October 6, 1995","type":"contemporary-report","url":"https://www.rferl.org/a/1141027.html"},{"accessedOn":"","date":"","id":"mission-d00e839735fd5fa62aad","locator":"","publisher":"","title":"Archived State Department: diplomatic appointments","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94546.htm"},{"accessedOn":"","date":"","id":"mission-282335e7f143077ab97f","locator":"","publisher":"","title":"Mukhamed Bobir Malikov — mission record (1993)","type":"Mission record","url":"https://2001-2009.state.gov/s/cpr/94546.htm"},{"accessedOn":"","date":"","id":"mission-c7333705284a2dc3f875","locator":"Recall of M.
