He accompanied the Japanese delegation to the Portsmouth peace conference in 1905, served as consul general in San Francisco, and rose through the ministry’s commercial and political bureaus to become vice foreign minister in 1919.","Hanihara supported relief for Polish refugees while he was vice foreign minister. The wider operation, carried out with the Japanese Red Cross and military transport, brought children stranded in Siberia to Japan for care and eventual return to Poland. He was also a Japanese plenipotentiary at the Washington Conference in 1921, before his appointment as ambassador to the United States the following year.","His Washington intervention concerned exclusionary immigration legislation. In an April 1924 letter to Secretary Charles Evans Hughes, Hanihara argued that Japan had observed the voluntary restrictions of the Gentlemen’s Agreement and that singling out Japanese immigrants would insult a friendly country. He warned of grave consequences for bilateral relations. Senators interpreted the wording as a threat, turning his appeal into a further source of controversy.","Hanihara wrote again on 17 April to explain that he meant injury to friendship and mutual confidence, not threatened retaliation. His clarification did not prevent the law’s passage. He returned to Japan after the controversy and retired in 1927."],"id":"japan:masanao hanihara","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-3273942ab681d67c8adb.html","name":"Masanao Hanihara","notes":[],"paragraphSources":[["hanihara-ndl"],["hanihara-ndl","hanihara-relief"],["hanihara-immigration"],["hanihara-ndl","hanihara-clarification"]],"profileUrl":"diplomat-3273942ab681d67c8adb.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"dc8d32f77372f9d0","sources":[{"accessedOn":"2026-10-28","date":null,"id":"hanihara-ndl","locator":"Biographical explanation","publisher":"National Diet Library","title":"埴原正直 — 近代日本人の肖像","type":"official-biography","url":"https://www.ndl.go.jp/portrait/datas/484"},{"accessedOn":"2026-10-28","date":null,"id":"hanihara-relief","locator":"Question on rescue of Polish children; 1920 and 1922 operations","publisher":"Ministry of Foreign Affairs of Japan","title":"外交史料 Q&A 大正期 — ポーランド孤児救済","type":"institutional-history","url":"https://www.mofa.go.jp/mofaj/annai/honsho/shiryo/qa/taisho_03.html"},{"accessedOn":"2026-10-28","date":"1924-04-10","id":"hanihara-immigration","locator":"FRUS 1924, volume II, document 280","publisher":"U.S. Department of State","title":"The Japanese Ambassador (Hanihara) to the Secretary of State","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1924v02/d280"},{"accessedOn":"2026-10-28","date":"1924-04-17","id":"hanihara-clarification","locator":"FRUS 1924, volume II, document 286","publisher":"U.S. Department of State","title":"Hanihara’s clarification to Secretary Hughes","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1924v02/d286"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-f63e2a9f1259acdda4a4","locator":"","publisher":"","title":"Masanao Hanihara — mission record (1923–1924)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1924v02/d306"},{"accessedOn":"","date":"","id":"mission-eae8867d80b365521ece","locator":"","publisher":"","title":"Masanao Hanihara — mission record (1923–1924)","type":"Mission record","url":"https://www.ndl.go.jp/portrait/e/datas/484/"},{"accessedOn":"","date":"","id":"mission-9f9ae9b26352448602b7","locator":"","publisher":"","title":"Masanao Hanihara — mission record (1911–1912)","type":"Mission record","url":"https://gateway.okhistory.org/ark:/67531/metadc1476214/m1/2/"},{"accessedOn":"","date":"","id":"mission-db18717ed3d495a9f00b","locator":"","publisher":"","title":"Masanao Hanihara — mission record (1911–1912)","type":"Mission record","url":"https://koreanchristianity.cdh.ucla.edu/images/stories/american_missionaries_in_korea_and_us_japan_relations_1910-20.pdf"}],"topics":["immigration exclusion","Washington Conference","Polish refugee relief"]},"schemaVersion":1}
