He entered the Rio Branco Institute in 1951, qualified for the diplomatic service in 1954, and completed his law degree in 1956. Economic diplomacy shaped his early career. Posted to Washington in 1956, he participated in work associated with Operation Pan-America and in the expert commission that prepared the 1959 agreement establishing the Inter-American Development Bank.","As a junior member of the Washington embassy, Moreira also tried to prevent political disputes from closing channels to American officials. In December 1962 he warned the State Department that Ambassador Roberto Campos felt excluded from senior decision-makers just when the embassy hoped to improve relations with João Goulart’s government. Moreira pressed for access and a response to Brazil’s aid request.","Moreira returned to Washington as ambassador in November 1986. Brazil’s foreign debt crisis and disputes over computer market protections, pharmaceutical patents, and intellectual property dominated his assignment. He favored negotiated accommodation with foreign creditors as President José Sarney’s government suspended interest payments to commercial banks in February 1987.","In May 1991 Fernando Collor appointed Moreira minister of economy, finance, and planning. He supported fiscal restraint, trade liberalization, and privatization, while pursuing debt negotiations using the Brady Plan framework. His tenure ended amid the political crisis surrounding Collor’s impeachment in 1992."],"id":"brazil:marcilio marques moreira","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-98f510b545846622b241.html","name":"Marcílio Marques Moreira","notes":[],"paragraphSources":[["fgv-biography"],["frus-moreira-1962"],["fgv-biography"],["fgv-biography"]],"profileUrl":"diplomat-98f510b545846622b241.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"773bc42e0b8fe96f","sources":[{"accessedOn":"2026-10-28","date":"","id":"fgv-biography","locator":"Early career; Embaixador em Washington; economic ministry","publisher":"FGV CPDOC","title":"Marcílio Marques Moreira","type":"scholarship","url":"https://www18.fgv.br/cpdoc/acervo/dicionarios/verbete-biografico/marcilio-marques-moreira"},{"accessedOn":"2026-10-28","date":"1962-12-26","id":"frus-moreira-1962","locator":"FRUS1961–1963,vol.XII,document232","publisher":"U.S. Department of State, Office of the Historian","title":"Further memorandum on Campos and U.S.–Brazil relations","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1961-63v12/d232"},{"accessedOn":"","date":"Accessed 22 October 2026","id":"mission-e86b2f854c50aec0986d","locator":"Retrieved as full public HTML on 22 October 2026.
