Entering the foreign ministry at nineteen, he served in Chile, Ecuador, Venezuela, Washington, Geneva, and the OAS.","His Washington work extended beyond the bilateral embassy, which he headed in the mid-1980s. As OAS ambassador in September 1979, he joined Foreign Minister Carlos García-Bedoya, UN representative Carlos Alzamora, and bilateral ambassador Alfonso Arias-Schreiber in talks with Secretary of State Cyrus Vance. Their discussion covered assistance to Nicaragua after Somoza’s overthrow, the lifting of the American tuna embargo, Panama Canal tolls, and Peru’s planned return to elected government.","Foreign minister in 1990–1991, Marchand resigned amid disputes over the diplomatic service. Returning to the OAS, he helped advance Resolution 1080’s defence of democracy. Following Fujimori’s April 1992 coup, he resigned that post too. Contemporary reporting records his departure alongside Washington ambassador Roberto MacLean’s resignation.","His later legal work emphasized access to justice. In a 1999 report to the Inter-American Juridical Committee, he argued that formal equality meant little when poverty prevented people from using courts, and called for effective access for disadvantaged and Indigenous communities. He also taught international law and diplomacy and contributed to Peru’s maritime case against Chile."],"id":"peru:luis marchand stens","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-fbaf2fe31a71ba28fbc3.html","name":"Luis Marchand Stens","notes":[],"paragraphSources":[["marchand-life"],["vance-1979","marchand-life"],["marchand-life","resignations"],["cji-1999","marchand-life"]],"profileUrl":"diplomat-fbaf2fe31a71ba28fbc3.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Alfonso Arias Schreiber","note":"Both attended the García-Bedoya–Vance meeting of 24 September 1979.","profileUrl":"diplomat-b1e43c1357b25f1e77c0.html","sourceIds":["vance-1979"],"targetId":"peru:alfonso arias schreiber","type":"worked_with"},{"certainty":"documented","name":"Carlos García-Bedoya Zapata","note":"Both attended the García-Bedoya–Vance meeting of 24 September 1979.","profileUrl":"diplomat-00f2b0bdc7e145d7adfc.html","sourceIds":["vance-1979"],"targetId":"peru:carlos garcia-bedoya zapata","type":"worked_with"}],"relationships":[{"certainty":"documented","note":"Both attended the García-Bedoya–Vance meeting of 24 September 1979.","sourceIds":["vance-1979"],"targetId":"peru:alfonso arias schreiber","type":"worked_with"},{"certainty":"documented","note":"Both attended the García-Bedoya–Vance meeting of 24 September 1979.","sourceIds":["vance-1979"],"targetId":"peru:carlos garcia-bedoya zapata","type":"worked_with"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"d716588ad984fcf5","sources":[{"accessedOn":"2026-10-28","date":"","id":"marchand-life","locator":"Combined Cancilleres del Perú museum page, chapter Luis Marchand Stens 1990–1991","publisher":"Fundación Academia Diplomática del Perú","title":"Luis Marchand Stens, Cancilleres del Perú","type":"institutional-history","url":"https://fundacionadp.edu.pe/canciller/luis-marchand-stens/"},{"accessedOn":"2026-10-28","date":"1979-09-29","id":"vance-1979","locator":"24September meeting","publisher":"US Department of State","title":"FRUS1977–1980,volumeXXIV,document312","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1977-80v24/d312"},{"accessedOn":"2026-10-28","date":"1992-04-22","id":"resignations","locator":"Named person-specific section or complete entry","publisher":"El País; Gustavo Gorriti","title":"El Congreso desafía a Fujimori y proclama presidente de Perú a Máximo San Román","type":"contemporary-report","url":"https://elpais.com/diario/1992/04/22/internacional/703893615_850215.html"},{"accessedOn":"2026-10-28","date":"1999","id":"cji-1999","locator":"CJI/doc.6/99;PDFpp.175and215","publisher":"Organization of American States","title":"Informe Anual del Comité Jurídico Interamericano1999","type":"primary-record","url":"https://www.oas.org/es/sla/cji/docs/infoanual.cji.1999.esp.pdf"},{"accessedOn":"","date":"","id":"mission-7c6732d6b6a8cca83a5b","locator":"Indexed full text retrieved.
