He studied at Trinity College, Cambridge, without taking a degree, and continued his education in Geneva. Entering diplomacy in 1840, he served at Vienna, Constantinople, and Naples. He acted in charge at Naples during the upheavals of 1848–1849 before later missions in Washington, The Hague, St. Petersburg, and Berlin.","In Washington, Napier worked on disagreements over British influence in Central America and the interpretation of the Clayton-Bulwer Treaty. At an October 1857 meeting, Napier explained his understanding that Britain intended to implement the treaty through separate agreements with the Central American republics. He asked Buchanan to discourage efforts to annul it while Sir William Gore Ouseley’s mission proceeded. Buchanan agreed, though disputes over interpretation and arbitration continued.","Napier became governor of Madras in 1866. He visited Ganjam during the famine, supported irrigation works, and corresponded with Florence Nightingale about Indian public health. After Lord Mayo’s assassination in February 1872, he briefly acted as governor-general before returning to Britain. He subsequently served on the London School Board and chaired a Charity Organisation Society housing committee.","In 1883 he chaired the royal commission on crofters and cottars in the Scottish Highlands and islands. The commissioners held 71 public meetings and heard 775 people, beginning at the Braes near Portree. Their report addressed land tenure, fishing, education, justice, emigration, and the effects of deer forests. The commissioners acknowledged shortcomings in parts of the testimony and statistical returns while arguing that the land question required legislative protection and a settlement that tenants could accept. Suppressing resistance alone, they concluded, would not restore trust between landlords and tenants. Some members entered separate reservations. Napier died in Florence on 19 December 1898."],"id":"united-kingdom:lord napier","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-8d55ca7f3378c9e639c9.html","name":"Lord Napier","notes":[],"paragraphSources":[["uk-napier-dnb"],["uk-napier-central-america"],["uk-napier-dnb"],["uk-napier-report","uk-napier-dnb"]],"profileUrl":"diplomat-8d55ca7f3378c9e639c9.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"665c52b5d309ca0a","sources":[{"accessedOn":"2026-10-28","date":"","id":"uk-napier-dnb","locator":"Early career, Madras, later public service and death","publisher":"Dictionary of National Biography / Wikisource","title":"Alexander John Arbuthnot, Napier, Francis (1819–1898)","type":"reference","url":"https://en.wikisource.org/wiki/Dictionary_of_National_Biography,_1901_supplement/Napier,_Francis_(1819-1898)"},{"accessedOn":"2026-10-28","date":"","id":"uk-napier-central-america","locator":"pp. 564–567, quoting Napier’s 1857 dispatches","publisher":"United States Department of State, Office of the Historian","title":"James Blaine to James Russell Lowell, 29 November 1881","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1881/d345"},{"accessedOn":"2026-10-28","date":"","id":"uk-napier-report","locator":"Warrant; report pp. 1–3 and 110–111; signed conclusion and appended memoranda","publisher":"Royal Commission / University of the Highlands and Islands","title":"Report of Her Majesty’s Commissioners of Inquiry into the Condition of the Crofters and Cottars in the Highlands and Islands of Scotland","type":"primary-record","url":"https://www.uhi.ac.uk/en/t4-media/one-web/university/research/centre-for-history/napier/napier-commission-vol-5.pdf"},{"accessedOn":"","date":"","id":"mission-bb7e6da5cc557df45fc7","locator":"","publisher":"","title":"Lord Napier — mission record (1857–1859)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1882/d204"},{"accessedOn":"","date":"","id":"mission-b140e6cd713a04693d71","locator":"","publisher":"","title":"Lord Napier — mission record (1857–1859)","type":"Mission record","url":"https://archives-manuscripts.dartmouth.edu/agents/people/12121"},{"accessedOn":"","date":"","id":"mission-3b8366474ad74ec04159","locator":"","publisher":"","title":"Lord Napier — mission record (1857–1859)","type":"Mission record","url":"https://hd.housedivided.dickinson.edu/node/2235"},{"accessedOn":"","date":"","id":"mission-6242e7e4677fb4f700ec","locator":"","publisher":"","title":"Lord Napier — mission record (1857–1859)","type":"Mission record","url":"https://bcgenesis.uvic.ca/old/2.0/napier.html"}],"topics":["Central America","Clayton-Bulwer Treaty","Madras","public health","irrigation","Napier Commission","Scottish land reform"]},"schemaVersion":1}
