After studying law at Tokyo Imperial University, he entered the Foreign Ministry in 1887. Appointments in China and Austria preceded his arrival as ambassador in Washington in 1909.","Uchida signed the new commercial treaty with Secretary of State Philander Knox on February 21, 1911. It provided reciprocal rights involving residence, travel, commerce, and property. Immigration remained a separate and sensitive issue: the American ratification understanding preserved existing immigration legislation, while Uchida declared that Japan would continue its voluntary restrictions on labor migration.","He returned to Japan to become foreign minister and later served as ambassador to Russia. Further terms at the Foreign Ministry followed, and in 1928 he represented Japan in signing the pact renouncing war as an instrument of national policy.","Uchida became president of the South Manchuria Railway in 1931 and supported the Kwantung Army after the Mukden Incident. As foreign minister again in 1932, he defended recognition of Manchukuo even at the cost of international isolation. A Japanese historical research report records his declaration that the policy should continue even if Japan were reduced to ashes. He died in 1936."],"id":"japan:kosai uchida","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-37b9f34001ab04477943.html","name":"Kōsai Uchida","notes":[],"paragraphSources":[["uchida-ndl"],["uchida-treaty"],["uchida-ndl"],["uchida-joint-history","uchida-ndl"]],"profileUrl":"diplomat-37b9f34001ab04477943.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Jutarō Komura","note":"Joint Japanese signatories of the December 1905 Beijing treaty.","profileUrl":"diplomat-b5092308efea2ed8c173.html","sourceIds":["komura-uchida-beijing"],"targetId":"japan:jutaro komura","type":"co_signatory"}],"relationships":[{"certainty":"documented","note":"Joint Japanese signatories of the December 1905 Beijing treaty.","sourceIds":["komura-uchida-beijing"],"targetId":"japan:jutaro komura","type":"co_signatory"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"a2f0e2cfdd413645","sources":[{"accessedOn":"2026-10-28","date":null,"id":"uchida-ndl","locator":"Portraits of Modern Japanese Historical Figures, biography","publisher":"National Diet Library","title":"UCHIDA Yasuya","type":"official-biography","url":"https://www.ndl.go.jp/portrait/datas/503/"},{"accessedOn":"2026-10-28","date":"1911-02-21","id":"uchida-treaty","locator":"FRUS 1911, document 414; article I, ratification understanding and Uchida declaration","publisher":"U.S. Department of State","title":"Treaty of Commerce and Navigation Between the United States and Japan","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1911/d414"},{"accessedOn":"2026-10-28","date":null,"id":"uchida-joint-history","locator":"PDF p. 248, discussion of Uchida and recognition of Manchukuo","publisher":"Japan–China Joint Historical Research / Ministry of Foreign Affairs of Japan","title":"日中歴史共同研究 日本側報告書","type":"scholarship","url":"https://www.mofa.go.jp/mofaj/files/100512962.pdf"},{"accessedOn":"2026-10-28","date":"1906-01-12","id":"komura-uchida-beijing","locator":"FRUS 1906, part II, document 133; treaty signed December 22, 1905","publisher":"U.S. Department of State","title":"Chargé Wilson to the Secretary of State, enclosing the Japan–China treaty and agreement","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1906p2/d133"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-9f9ae9b26352448602b7","locator":"","publisher":"","title":"Kōsai Uchida — mission record (1909–1911)","type":"Mission record","url":"https://gateway.okhistory.org/ark:/67531/metadc1476214/m1/2/"}],"topics":["treaty revision","immigration","Manchukuo","South Manchuria Railway"]},"schemaVersion":1}
