His American posting placed him at the center of two difficult negotiations: the treatment of Japanese immigrants and the settlement of naval and territorial questions after the First World War.","During 1920–21, Shidehara held repeated discussions with American diplomat Roland Morris over restrictions on Japanese residents, particularly California’s alien land legislation. They produced a draft arrangement, but the incoming Harding administration did not carry it forward.","At the Washington Conference, Shidehara worked with Masanao Hanihara and Japan’s other delegates on a new Pacific settlement. He signed the February 1922 naval limitation treaty and the separate agreement with China over Shandong. The latter provided for the return of the former German leasehold at Kiaochow and the withdrawal of Japanese troops as Chinese police took over protection of the railway. His assistant Sadao Saburi also served as an intermediary during the conference.","As foreign minister in the 1920s and early 1930s, Shidehara favored international cooperation and commercial relations with China. His response to the Nanjing crisis of 1927 illustrates the policy: he opposed an ultimatum and military retaliation that might weaken Chiang Kai-shek and deepen hostility to foreigners. Opponents attacked this restraint, while military action in Manchuria increasingly undermined the diplomatic approach associated with his name.","Shidehara became prime minister in October 1945 under the Allied occupation. His government undertook land and economic reforms and accepted the occupation authorities’ constitutional draft as the basis for negotiation. He left the premiership after the 1946 election, served in Shigeru Yoshida’s cabinet, and entered the elected House of Representatives in 1947. He was speaker of the House when he died in 1951."],"id":"japan:kijuro shidehara","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-feef7d736f3c7083791f.html","name":"Kijūrō Shidehara","notes":[],"paragraphSources":[["shidehara-ndl"],["shidehara-anu-ch2"],["shidehara-naval-treaty","shidehara-shandong","shidehara-anu-ch2"],["shidehara-anu-ch3"],["shidehara-constitution"]],"profileUrl":"diplomat-feef7d736f3c7083791f.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Sadao Saburi","note":"Saburi assisted Shidehara and carried messages during the Washington Conference.","profileUrl":"diplomat-f67cb5b930fe9ad31028.html","sourceIds":["shidehara-anu-ch2"],"targetId":"japan:sadao saburi","type":"colleague"}],"relationships":[{"certainty":"documented","note":"Saburi assisted Shidehara and carried messages during the Washington Conference.","sourceIds":["shidehara-anu-ch2"],"targetId":"japan:sadao saburi","type":"colleague"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"8348a1febb3ddc92","sources":[{"accessedOn":"2026-10-28","date":null,"id":"shidehara-ndl","locator":"Portraits of Modern Japanese Historical Figures, biographical text","publisher":"National Diet Library","title":"SHIDEHARA Kijuro","type":"official-biography","url":"https://www.ndl.go.jp/portrait/datas/274/"},{"accessedOn":"2026-10-28","date":null,"id":"shidehara-anu-ch2","locator":"Morris negotiations, Washington Conference, and Saburi","publisher":"ANU Press","title":"Shidehara Kijūrō and His Time, chapter 2","type":"scholarship","url":"https://press-files.anu.edu.au/downloads/press/n9244/html/ch02.xhtml?page=5&referer="},{"accessedOn":"2026-10-28","date":"1922-02-06","id":"shidehara-naval-treaty","locator":"FRUS 1922, volume I, document 77, treaty and signatures","publisher":"U.S. Department of State","title":"Treaty Limiting Naval Armament","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1922v01/d77"},{"accessedOn":"2026-10-28","date":"1922-02-04","id":"shidehara-shandong","locator":"FRUS 1922, volume I, document 792, articles I and railway withdrawal provisions; signatures","publisher":"U.S. Department of State","title":"Treaty Between China and Japan for the Settlement of Outstanding Questions Relative to Shantung","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1922v01/d792"},{"accessedOn":"2026-10-28","date":null,"id":"shidehara-anu-ch3","locator":"China policy and the Nanjing Incident","publisher":"ANU Press","title":"Shidehara Kijūrō and His Time, chapter 3","type":"scholarship","url":"https://press-files.anu.edu.au/downloads/press/n9244/html/ch03.xhtml?page=6&referer="},{"accessedOn":"2026-10-28","date":null,"id":"shidehara-constitution","locator":"Shidehara Kijuro entry","publisher":"National Diet Library","title":"Birth of the Constitution of Japan: Figures — Shidehara Kijuro","type":"institutional-history","url":"https://www.ndl.go.jp/constitution/e/etc/figures.html"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-834714dded61f493e90a","locator":"","publisher":"","title":"Kijūrō Shidehara — mission record (1919–1922)","type":"Mission record","url":"https://www2.tiu.ac.jp/~bduell/ASJ/4-95_lecture_summary.html"}],"topics":["Washington Conference","immigration","naval arms limitation","Shandong","constitutional reform"]},"schemaVersion":1}
