Early assignments took him to Changchun, Honolulu, San Francisco, and Washington; he later worked in the ministry’s communications and personnel offices. He returned to overseas service in Britain and Germany before another Washington assignment.","As chargé in September 1934, Fujii sought federal intervention against attacks on Japanese farmers in Arizona. His written protest reported gunfire directed at a farmer, explosives thrown near houses, and fields flooded after irrigation gates were destroyed. He asked the State Department to secure protection for Japanese residents and their property. William Phillips replied that the department had contacted Arizona authorities and forwarded Fujii’s protest to the governor.","Fujii subsequently served as chargé in London. In February 1936, he conveyed Japan’s willingness to consider preserving the Washington Naval Treaty’s restrictions on fortifying certain Pacific possessions. He arrived as minister to Czechoslovakia in March 1937; the Japanese mission closed in April 1939. He retired from the diplomatic service in 1940."],"id":"japan:keinosuke fujii","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-52dbee02be3d82954c5b.html","name":"Keinosuke Fujii","notes":[],"paragraphSources":[["fujii-biography"],["fujii-arizona","fujii-reply"],["fujii-biography","fujii-naval","fujii-prague"]],"profileUrl":"diplomat-52dbee02be3d82954c5b.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"328bd371cc9ddedb","sources":[{"accessedOn":"2026-10-28","date":null,"id":"fujii-biography","locator":"Career section; citations to 日本外交史辞典, page 827","publisher":"Japanese Wikipedia","title":"藤井啓之助","type":"reference","url":"https://ja.wikipedia.org/wiki/%E8%97%A4%E4%BA%95%E5%95%93%E4%B9%8B%E5%8A%A9"},{"accessedOn":"2026-10-28","date":"1934-09-26","id":"fujii-arizona","locator":"FRUS 1934, volume III, document 583","publisher":"U.S. Department of State","title":"The Japanese Chargé (Fujii) to the Secretary of State","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1934v03/d583"},{"accessedOn":"2026-10-28","date":"1934-09-29","id":"fujii-reply","locator":"FRUS 1934, volume III, document 584","publisher":"U.S. Department of State","title":"The Secretary of State to the Japanese Chargé (Fujii)","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1934v03/d584"},{"accessedOn":"2026-10-28","date":"1936-09-11","id":"fujii-naval","locator":"FRUS 1936, volume I, document 117, opening paragraphs","publisher":"U.S. Department of State","title":"Memorandum by Hickerson, 11 September 1936","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1936v01/d117"},{"accessedOn":"2026-10-28","date":null,"id":"fujii-prague","locator":"Historical list, 1937–1939","publisher":"Embassy of Japan in the Czech Republic","title":"歴代駐チェコ日本国大使","type":"primary-record","url":"https://www.cz.emb-japan.go.jp/info_ambassador_list.html"},{"accessedOn":"","date":"","id":"mission-11bfa7e377a6d735a6bb","locator":"","publisher":"","title":"Keinosuke Fujii — mission record (1934)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1934v03/d735"}],"topics":["anti-Japanese violence","consular protection","naval arms limitation","Czechoslovakia"]},"schemaVersion":1}
