He represented Brazil in Washington during the 1830s and returned as minister in the 1850s. Between Washington assignments, he served in Spain and Peru.","In a note to Peru dated 30 April 1853, Albuquerque argued that only Brazil could open or close access to the Amazon’s mouth, and that the 1851 agreement with Peru reserved steam navigation to the river states. He sought an explicit Peruvian acknowledgement of that position when Lima extended commercial privileges to other nations.
