Educated in law in Spain, he returned to practise in Peru before undertaking diplomatic work. In 1846 he went to Washington as Peru’s first minister there, accompanied by his younger brother Juan Ignacio. His full name was Joaquín Domingo José Esteban de Osma y Ramírez de Arellano.","On 9 February 1848 he and Secretary of State James Buchanan signed a treaty of peace, friendship, commerce, and navigation. It would have regulated reciprocal trading privileges, shipping duties, and the treatment of citizens. Although the United States ratified it, Peru’s Congress rejected it in November 1849. Disputes over whether equal shipping charges offered real reciprocity to Peru’s much smaller merchant marine helped prevent agreement.","His next work in London included a January 1849 settlement with holders of Peru’s debt from the independence era and negotiations over the guano trade. After returning home, he represented Canta, presided over the Chamber of Deputies in 1851–1852, and became foreign minister in February 1852. He left the ministry that August.","Sent back to Washington during the Lobos Islands crisis, he argued against American claims to unrestricted access to Peru’s guano deposits. Negotiators arranged for arriving American vessels to carry guano under Peruvian authorization instead of extracting it independently. On 16 November 1852 Secretary of State Edward Everett acknowledged Peru’s sovereignty. The settlement followed complementary efforts by Osma, his brother Juan Ignacio, and the US representative in Lima, John Randolph Clay.","In Madrid he signed a treaty with Spain in September 1853, but Peru rejected provisions concerning recognition and compensation for Spanish property. After his diplomatic service ended in 1855, he remained in Spain and chaired the Sociedad General de Crédito Mobiliario Español from 1856 to 1864. He died in Madrid on 5 February 1896."],"id":"peru:joaquin jose de osma","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-3ece2fe5b2677c79e37b.html","name":"Joaquín José de Osma","notes":[{"sourceIds":["garibaldi2012","mission-5f1e9f2d2019bbe61789"],"text":"Joaquín José de Osma’s special mission in 1852 overlapped Juan Ignacio de Osma’s resident chargé appointment."}],"paragraphSources":[["congress-osma"],["miller-treaties"],["congress-osma"],["garibaldi2012"],["congress-osma"]],"profileUrl":"diplomat-3ece2fe5b2677c79e37b.html","relatedEvents":[{"basis":"named-in-story","country":"Peru","date":"1846","description":"Joaquín José de Osma is appointed Peru’s first minister plenipotentiary to the United States, giving the growing relationship a representative in Washington.","id":"peru-envoy","note":"Named people and the recorded mission tenure provide the connection; overlap does not establish personal participation.","sourceUrls":["https://www.embassyofperu.org/political-bilateral-relations"],"title":"Peru sends its first minister","url":"Peru.html#history-peru-envoy"}],"relatedPeople":[{"certainty":"documented","name":"Juan Ignacio de Osma","note":"The congressional family genealogy identifies Juan Ignacio and Joaquín as brothers.","profileUrl":"diplomat-e9642f5513f83945bf7d.html","sourceIds":["congress-osma"],"targetId":"peru:juan ignacio de osma","type":"sibling_of"},{"certainty":"documented","name":"Juan Ignacio de Osma","note":"They made complementary diplomatic representations during the 1852 Lobos Islands dispute.","profileUrl":"diplomat-e9642f5513f83945bf7d.html","sourceIds":["garibaldi2012"],"targetId":"peru:juan ignacio de osma","type":"worked_with"}],"relationships":[{"certainty":"documented","note":"The congressional family genealogy identifies Juan Ignacio and Joaquín as brothers.","sourceIds":["congress-osma"],"targetId":"peru:juan ignacio de osma","type":"sibling_of"},{"certainty":"documented","note":"They made complementary diplomatic representations during the 1852 Lobos Islands dispute.","sourceIds":["garibaldi2012"],"targetId":"peru:juan ignacio de osma","type":"worked_with"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"3b36f1721bf738c0","sources":[{"accessedOn":"2026-10-28","date":"","id":"congress-osma","locator":"pp. 1–6","publisher":"Congreso de la República del Perú","title":"Joaquín Domingo José Esteban de Osma y Ramírez de Arellano","type":"official-biography","url":"https://www3.congreso.gob.pe/Docs/participacion/museo/congreso/files/files/joaquin_osma.pdf"},{"accessedOn":"2026-10-28","date":"1937","id":"miller-treaties","locator":"pp. 1038–1041; negotiations preceding the 1851 treaty","publisher":"United States Department of State","title":"David Hunter Miller, Treaties and Other International Acts of the United States of America, vol.
