His career concentrated on trade: he represented Canada in the General Agreement on Tariffs and Trade, led the trade and commerce department, and served as high commissioner in London before moving to Washington.","As ambassador in 1976, Warren warned Ottawa that American political influence was shifting toward the South and West, where Canada was less familiar to voters and politicians. He examined the appeal of both Jimmy Carter and Ronald Reagan and the implications of a more nationalist American foreign policy. After his Washington appointment, he became Canada’s chief spokesman at multilateral trade negotiations and later worked in banking and as a trade adviser to Quebec."],"id":"canada:jake warren","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-031cc2c4abf4149a4809.html","name":"Jake Warren","notes":[],"paragraphSources":[["tce-bio"],["1976-dispatch","tce-bio"]],"profileUrl":"diplomat-031cc2c4abf4149a4809.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"533ed299338dbfa4","sources":[{"accessedOn":"2026-10-28","date":"","id":"tce-bio","locator":"Archived biographical entry","publisher":"The Canadian Encyclopedia; Anne Hillmer","title":"Warren, Jack Hamilton","type":"reference","url":"https://web.archive.org/web/20110608124819/http://www.thecanadianencyclopedia.com/index.cfm?Params=A1ARTA0008451&PgNm=TCE"},{"accessedOn":"2026-10-28","date":"1976-07-09","id":"1976-dispatch","locator":"LAC RG 25, vol. 21995, file 20-1-2-USA pt. 45","publisher":"University of Toronto, Canada Declassified","title":"Changing political currents 1976: A view from the Canadian Embassy","type":"archive","url":"https://declassified.library.utoronto.ca/exhibits/show/an-unexpected-and-challenging-/changing-political-currents-19"},{"accessedOn":"","date":"","id":"mission-55a828e9026b9a7bcb57","locator":"","publisher":"","title":"Jake Warren — mission record (1975–1977)","type":"Mission record","url":"https://w05.international.gc.ca/CHOMA-CDMCE/Posting/View/2364"},{"accessedOn":"","date":"Accessed 21 October 2026","id":"mission-3c9e89462afdcdc1960d","locator":"Tenure chronology; pre-1989 appointments belong to earlier chancery buildings.","publisher":"","title":"Canadian ambassadors to the United States: roster","type":"Mission record","url":"https://en.wikipedia.org/wiki/List_of_ambassadors_of_Canada_to_the_United_States"},{"accessedOn":"","date":"","id":"mission-544252be3dd1f0f08f86","locator":"","publisher":"","title":"Jake Warren — mission record (1975–1977)","type":"Mission record","url":"https://www.canada.ca/en/privy-council/corporate/transparency/briefing-documents/prime-minister-2025/state-world.html"}],"topics":["trade negotiations","U.S. elections","GATT"]},"schemaVersion":1}
