He took charge in Washington in May 1864 during Miguel Maria Lisboa’s leave.","Barbosa da Silva protested the Union warship Wachusett’s seizure of the Confederate cruiser Florida in neutral Brazilian waters at Bahia. His December 1864 note invoked an American precedent: Washington and Jefferson had demanded restitution when a French frigate captured a British ship in Delaware Bay in 1793. Seward’s reply disavowed the unauthorized seizure, promised proceedings against the captain and dismissal of the consul, and announced a salute to Brazil’s flag. The United States nevertheless rejected Brazil’s recognition of Confederate naval belligerency.","In May 1865 he reported freedpeople’s demands for voting rights while repeating hostile assumptions about their work. In July he conveyed the Brazilian parliament’s condolences over Lincoln’s assassination. He later served in Ecuador in 1867–1869."],"id":"brazil:ignacio de avellar barbosa da silva","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-27c1e8e24155d0f142af.html","name":"Ignacio de Avellar Barbosa da Silva","notes":[],"paragraphSources":[["legations","dispatches"],["florida-original"],["dispatches","lincoln","legations"]],"profileUrl":"diplomat-27c1e8e24155d0f142af.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Miguel Maria Lisboa","note":"Secretary to Lisboa.","profileUrl":"diplomat-96d2a4796b85fa78df38.html","sourceIds":["dispatches"],"targetId":"brazil:miguel maria lisboa","type":"worked_under"},{"certainty":"documented","name":"Luiz Augusto de Pádua Fleury","note":"Acting successor in May 1864.","profileUrl":"diplomat-26d4945432bda30ee36a.html","sourceIds":["dispatches"],"targetId":"brazil:luiz augusto de padua fleury","type":"succeeded_as_acting_head"}],"relationships":[{"certainty":"documented","note":"Secretary to Lisboa.","sourceIds":["dispatches"],"targetId":"brazil:miguel maria lisboa","type":"worked_under"},{"certainty":"documented","note":"Acting successor in May 1864.","sourceIds":["dispatches"],"targetId":"brazil:luiz augusto de padua fleury","type":"succeeded_as_acting_head"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"c1b1c4a1af04028f","sources":[{"accessedOn":"2026-10-28","date":"2021","id":"legations","locator":"Uruguay, United States and Ecuador entries","publisher":"FUNAG","title":"Legações e embaixadas do Brasil","type":"institutional-history","url":"https://funag.gov.br/biblioteca/download/legacoes_embaixadas.pdf"},{"accessedOn":"2026-10-28","date":"2016","id":"dispatches","locator":"28 April 1864, pp. 175–176; 21 December 1864, pp. 239–242; 22 May 1865, pp. 285–286","publisher":"FUNAG","title":"Washington, 1863–1865: diplomatic correspondence, Cadernos do CHDD 29","type":"primary-record","url":"https://funag.gov.br/loja/download/1201-Caderno_29_21_06_v_5.pdf"},{"accessedOn":"2026-10-28","date":"1865-07-19","id":"lincoln","locator":"frus1865p4; document d30","publisher":"U.S. Department of State","title":"Barbosa da Silva to Seward, 19 July 1865","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1865p4/d30"},{"accessedOn":"2026-10-28","date":"1864-12","id":"florida-original","locator":"FRUS 1872, part II, volume I, document 11, pp. 301–305; protest of 12 December, submitted 21 December; reply corrected to 26 December","publisher":"U.S. Department of State","title":"Barbosa da Silva’s Florida protest and Seward’s reply, December 1864","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1872p2v1/d11"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-759fca5789687b8b2893","locator":"","publisher":"","title":"Historical representation: Empire of Brazil","type":"Mission record","url":"https://funag.gov.br/loja/download/legacoes_embaixadas.pdf"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-fc4375c1c92978eed672","locator":"","publisher":"","title":"Historical representation: Empire of Brazil","type":"Mission record","url":"https://www.camara.leg.br/noticias/91674-saiba-quais-sao-as-12-bandeiras-historicas-do-brasil/"}],"topics":["Florida incident","American Civil War","Reconstruction","Lincoln assassination"]},"schemaVersion":1}
