During the Congo crisis of 1960–1961, his dispatches supported Roy Welensky’s defence of white political control in southern Africa. He urged Pretoria to assist Katanga’s secessionist government, arguing that its defeat would increase pressure on the Rhodesias and South Africa.","Taswell presented credentials as ambassador to the United States on 24 February 1965. That September he delivered Foreign Minister Hilgard Muller’s warning that four American officers in South Africa could be expelled if further difficulties arose. Secretary of State Dean Rusk had found no evidence of improper conduct. When Taswell clarified the threat, Rusk said he would prefer formal action to informal pressure.","In December 1969 Taswell discussed Arthur Ashe’s application for a South African visa with Assistant Secretary of State David Newsom. He promised to transmit the American request and said he hoped the visa would be issued, but cited statements attributed to Ashe and the approaching South African election as obstacles. Newsom disputed those allegations and urged Pretoria to admit the tennis player.","The conversation also addressed restrictions faced by Black Americans visiting South Africa. Taswell pointed to visiting athletes but acknowledged the difficulties caused by discriminatory rules. His Washington posting ended in August 1971."],"id":"south-africa:harald-langmead-taylor-taswell","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-bd645798e9844fb51151.html","name":"Harald Langmead Taylor Taswell","notes":[],"paragraphSources":[["taswell-scarnecchia-2011"],["state-protocol","taswell-1965"],["taswell-ashe"],["taswell-ashe","frus-persons"]],"profileUrl":"diplomat-bd645798e9844fb51151.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"limited","reviewedOn":"2026-10-29","revision":"cb1c81e8138899f8","sources":[{"accessedOn":"2026-10-29","date":"","id":"state-protocol","locator":"Separate dated appointment/credentials entries","publisher":"U.S. Department of State, Office of the Chief of Protocol","title":"South Africa: diplomatic representatives accredited to the United States","type":"official-register","url":"https://2009-2017.state.gov/s/cpr/rls/94442.htm"},{"accessedOn":"2026-10-29","date":"","id":"taswell-1965","locator":"FRUS 1964–1968, XXIV, document 611; Central Files DEF 15 SA–US","publisher":"U.S. Department of State, Office of the Historian","title":"Rusk–Taswell memorandum of conversation, 7 September 1965","type":"diplomatic-document","url":"https://history.state.gov/historicaldocuments/frus1964-68v24/d611"},{"accessedOn":"2026-10-29","date":"","id":"taswell-ashe","locator":"FRUS 1969–1976, XXVIII, document 18","publisher":"U.S. Department of State, Office of the Historian","title":"Newsom–Taswell conversation concerning Arthur Ashe, 15 December 1969","type":"diplomatic-document","url":"https://history.state.gov/historicaldocuments/frus1969-76v28/d18"},{"accessedOn":"2026-10-29","date":"","id":"frus-persons","locator":"Taswell entry: ambassador until August 1971","publisher":"U.S. Department of State, Office of the Historian","title":"Persons: Southern Africa, 1969–1976","type":"official-reference","url":"https://history.state.gov/historicaldocuments/frus1969-76v28/persons"},{"accessedOn":"2026-10-29","date":"2011-03-27","id":"taswell-scarnecchia-2011","locator":"Section “Strange bedfellows: Tshombe and Welensky”; cited Taswell dispatches of 18 March 1960, 27 January, 6 February and 12 October 1961, National Archives of South Africa, T./S./81 vol. 1","publisher":"ACCORD, African Journal on Conflict Resolution","title":"Timothy Scarnecchia, The Congo crisis, the United Nations, and Zimbabwean nationalism, 1960–1963","type":"archival-scholarship","url":"https://www.accord.org.za/ajcr-issues/the-congo-crisis-the-united-nations-and-zimbabwean-nationalism/"},{"accessedOn":"","date":"2026-10-29","id":"mission-3dfefc0ad25f9d02b74d","locator":"Recognition; diplomatic relations; elevation to embassy","publisher":"","title":"A Guide to the United States’ History of Recognition, Diplomatic, and Consular Relations: South Africa","type":"Mission record","url":"https://history.state.gov/countries/south-africa"}],"topics":[]},"schemaVersion":1}
