After the abolition of the domains he studied law in Britain, then worked in the Imperial Household and central government. Appointed governor of Osaka in 1880, he pressed for Sakai Prefecture’s incorporation into Osaka and brought Oura Kanetake into the prefectural police leadership to reorganize the force.","The destructive Yodo River flood of 1885 tested his administration. Tateno supported emergency embankment measures and rescue operations, then sought to replace seventeen vulnerable river bridges with iron structures. The prefectural assembly rejected the expense. He returned with a narrower plan for five iron bridges and iron supports elsewhere, which won approval.","In Washington, Tateno pressed Japan’s interests in negotiations over the Pacific fur seal hunt. His November 1893 communication offered Japanese participation in an international conservation arrangement, with protection extended toward northern Hokkaido and the Kuril Islands. Secretary of State Walter Q. Gresham’s December reply welcomed the proposal while explaining that the United States and Britain were still arranging implementation of the Paris arbitration award."],"id":"japan:gozo tateno","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-1c1dcd83b1fe982eaba9.html","name":"Gōzō Tateno","notes":[],"paragraphSources":[["osaka-archives"],["osaka-archives"],["frus-seals"]],"profileUrl":"diplomat-1c1dcd83b1fe982eaba9.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"24a2daa812270173","sources":[{"accessedOn":"2026-10-28","date":"2015-03","id":"osaka-archives","locator":"Section 第4代大阪府知事：建野郷三","publisher":"Osaka Prefectural Archives","title":"大阪あーかいぶず第46号","type":"institutional-history","url":"https://archives.pref.osaka.lg.jp/search/information.do?id=70&method=initPage"},{"accessedOn":"2026-10-28","date":"1893-12-05","id":"frus-seals","locator":"FRUS 1894 Appendix I, document 137","publisher":"U.S. Department of State","title":"Mr. Gresham to Mr. Tateno","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1894app1/d137"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-31c102067e4a57cff8d6","locator":"","publisher":"","title":"Gōzō Tateno — mission record (1891–1894)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1894app1/d122"},{"accessedOn":"","date":"","id":"mission-31ecbb339cf12491219c","locator":"","publisher":"","title":"Gōzō Tateno — mission record (1891–1894)","type":"Mission record","url":"https://oregonnews.uoregon.edu/lccn/sn85042448/1894-07-30/ed-1/seq-1.pdf"}],"topics":["Osaka","flood relief","public works","fur-seal conservation"]},"schemaVersion":1}
