European assignments preceded his appointment to Washington in 1895.","Acting for Ambassador Saverio Fava, Vinci defended the Italian immigration bureau in New York against American criticism in June 1899. Immigration Commissioner Terence Powderly had accused it of helping migrants evade regulations and serving labor brokers. Vinci disputed those allegations and argued that the bureau protected newcomers.","The following month, after the Tallulah lynchings in Louisiana, Vinci challenged the apparent failure to identify participants in a public attack. He asked whether proceedings would simply end because the grand jury had named no perpetrators, and urged federal assistance in obtaining justice while acknowledging the independence of the courts.","His later appointments included Mexico, Tokyo, Rio de Janeiro, Beijing, and Stockholm. He retired in 1913 and died in Fermo in 1934."],"id":"italy:giulio cesare vinci gigliucci","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-9b26020f0a0107626ae4.html","name":"Giulio Cesare Vinci Gigliucci","notes":[],"paragraphSources":[["vinci-career"],["vinci-immigration"],["vinci-tallulah"],["vinci-career"]],"profileUrl":"diplomat-9b26020f0a0107626ae4.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Saverio Fava","note":"Vinci defended the immigration bureau associated with Fava’s embassy while acting in Washington.","profileUrl":"diplomat-075f914f03d7be5a4ddd.html","sourceIds":["vinci-immigration"],"targetId":"italy:saverio fava","type":"worked_with"}],"relationships":[{"certainty":"documented","note":"Vinci defended the immigration bureau associated with Fava’s embassy while acting in Washington.","sourceIds":["vinci-immigration"],"targetId":"italy:saverio fava","type":"worked_with"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"8629bcabdf6a30f1","sources":[{"accessedOn":"2026-10-28","date":"","id":"vinci-career","locator":"pp. 748–749; scanned pages inspected through OCR","publisher":"Università degli Studi di Lecce (1987)","title":"La formazione della diplomazia nazionale (1861–1915): repertorio biografico","type":"scholarship","url":"https://baldi.diplomacy.edu/diplo/texts/La_Formazione_della_diplomazia_Nazionale.pdf"},{"accessedOn":"2026-10-28","date":"","id":"vinci-immigration","locator":"FRUS 1899, document 399, full note","publisher":"U.S. Department of State, Foreign Relations of the United States","title":"Count Vinci to Mr. Hay, June 20, 1899","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1899/d399"},{"accessedOn":"2026-10-28","date":"","id":"vinci-tallulah","locator":"FRUS 1899, document 435, full note","publisher":"U.S. Department of State, Foreign Relations of the United States","title":"Count Vinci to Mr. Hay, July 25, 1899","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1899/d435"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-aac9724cf9a1cd7fdcd9","locator":"Printed pp. 53–55 list chiefs and acting heads.
