Assignments in Istanbul and Cairo made Ottoman affairs a central part of his early career. He supported Italian colonial expansion and, as chargé in Istanbul in 1911, delivered the ultimatum and declaration of war that preceded Italy’s conquest of Libya.","He became secretary general of the Foreign Ministry in 1913, worked closely with Antonino di San Giuliano and Sidney Sonnino, and helped prepare Italian policy during the First World War. He was secretary general of Italy’s delegation at the Paris Peace Conference, then headed missions in Berlin, London, and Tokyo. By the time he moved to Washington in 1925 he had embraced Fascism.","His first major American task was preparing the settlement of Italy’s wartime debt. He served on Finance Minister Giuseppe Volpi’s delegation, which concluded an agreement in November 1925. He also dealt extensively with Italian emigration and the Italian-American community during his seven years at the embassy.","On 19 April 1928 De Martino and Secretary of State Frank Kellogg signed a new bilateral arbitration treaty. It provided for legal disputes unresolved through diplomacy or conciliation to be submitted to an agreed tribunal, while excluding domestic matters, interests of third parties, and issues involving the Monroe Doctrine or Italy’s League obligations."],"id":"italy:giacomo de martino","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-1746e31a45acb772c378.html","name":"Giacomo De Martino","notes":[],"paragraphSources":[["demartino-dbi"],["demartino-dbi"],["demartino-dbi"],["demartino-treaty"]],"profileUrl":"diplomat-1746e31a45acb772c378.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"0f40221651f9f2a6","sources":[{"accessedOn":"2026-10-28","date":"","id":"demartino-dbi","locator":"Dizionario Biografico degli Italiani, volume 38 (1990)","publisher":"Treccani; Luca De Caprariis","title":"DE MARTINO, Giacomo","type":"scholarship","url":"https://www.treccani.it/enciclopedia/giacomo-de-martino_(Dizionario-Biografico)/"},{"accessedOn":"2026-10-28","date":"1928-04-19","id":"demartino-treaty","locator":"FRUS 1928, volume III, document 105, Treaty Series 831; articles I–III","publisher":"U.S. Department of State, Office of the Historian","title":"Treaty Between the United States of America and Italy, Signed at Washington, April 19, 1928","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1928v03/d105"},{"accessedOn":"","date":"","id":"mission-7fc24eb1e3731ae8a3ae","locator":"","publisher":"","title":"Previous Italian ambassadors","type":"Mission record","url":"https://ambwashingtondc.esteri.it/en/chi-siamo/lambasciatore/ambasciatori-precedenti/"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-67e5252c04637df36483","locator":"","publisher":"","title":"Historical representation: Kingdom of Italy","type":"Mission record","url":"https://www.quirinale.it/it/pagine/italian-tricolour-flag"}],"topics":["Italo-Turkish War","Paris Peace Conference","war debts","arbitration","Fascist foreign policy"]},"schemaVersion":1}
