Assignments in China and Japan led to a decade as minister to Argentina, Uruguay, and Paraguay. He subsequently represented Germany in Tokyo and twice in Washington, first as minister and then as ambassador.","In March 1874 he reported to Bismarck that he had joined other foreign representatives in pressing the Chinese government to clear the silt obstructing shipping near Shanghai. He argued that Germany should participate despite its small share of the port's steamship trade, because that share was growing.","In Washington, Holleben took up German shipowners' complaints that shipping agents on the Pacific coast encouraged crews to desert and then charged heavily for replacements. He also asked whether the United States would join Britain and Germany in supporting a new settlement of Guatemala's foreign debt. Secretary of State John Hay declined any collective action that appeared coercive, while reserving equal treatment for American creditors.","Holleben also communicated Germany's position during the developing dispute with Venezuela. In 1901 he personally assured President Theodore Roosevelt that the German government sought no South American territory; Hay's reply distinguished coercive collection of claims from territorial acquisition. Holleben's second Washington appointment ended in 1903. He died in 1913."],"id":"germany:germany-theodor-von-holleben","identifiers":{"gnd":"117528684"},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-aa274842cc4a6c050cd5.html","name":"Theodor von Holleben","notes":[],"paragraphSources":[["holleben-edition"],["holleben-edition"],["holleben-shipping","holleben-guatemala"],["holleben-venezuela","holleben-edition"]],"profileUrl":"diplomat-aa274842cc4a6c050cd5.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"43d122fc51e71345","sources":[{"accessedOn":"2026-10-28","date":"1874-03-22","id":"holleben-edition","locator":"Document 2.3.2.02; Bundesarchiv R 901, no.12608, leaves35–38; person annotation","publisher":"Deutschlands weltwirtschaftliche Verflechtungen, edited by Friederike Sattler","title":"Theodor von Holleben to Otto von Bismarck, 22 March 1874, with biographical annotation","type":"scholarly-edition","url":"https://dwwv-edition.de/?doc=dwwv_1874-03-22_01&vol=02"},{"accessedOn":"2026-10-28","date":"1901-12-05","id":"holleben-shipping","locator":"FRUS1903, document366, pp411–413","publisher":"U.S. Department of State, Office of the Historian","title":"Holleben to Hay, 5 December 1901","type":"primary","url":"https://history.state.gov/historicaldocuments/frus1903/d366"},{"accessedOn":"2026-10-28","date":"1902-04-05","id":"holleben-guatemala","locator":"FRUS1902, document395, pp426–427","publisher":"U.S. Department of State, Office of the Historian","title":"Hay to Holleben, 5 April 1902","type":"primary","url":"https://history.state.gov/historicaldocuments/frus1902/d395"},{"accessedOn":"2026-10-28","date":"1901-12-16","id":"holleben-venezuela","locator":"FRUS1901, document178; enclosed memorandum","publisher":"U.S. Department of State, Office of the Historian","title":"Hay to Holleben, 16 December 1901","type":"primary","url":"https://history.state.gov/historicaldocuments/frus1901/d178"},{"accessedOn":"","date":"Accessed 23 October 2026","id":"mission-4004483e27002a3fc55a","locator":"Secondary year level roster; exact credentials and all temporary acting appointments not fully audited.","publisher":"","title":"Incoming German ambassadors to the United States: secondary chronology","type":"Mission record","url":"https://en.wikipedia.org/wiki/List_of_ambassadors_of_Germany_to_the_United_States"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-2403d1faa9fad56b36b8","locator":"","publisher":"","title":"Historical representation: Prussia","type":"Mission record","url":"https://www.bundestag.de/en/parliament/symbols/flag/flag-199494"},{"accessedOn":"","date":"Accessed 23 October 2026","id":"mission-83913b668e6ddcdcd669","locator":"","publisher":"","title":"U.S. Department of State, Office of the Historian: Germany recognition and diplomatic relations","type":"Mission record","url":"https://history.state.gov/countries/germany"}],"topics":["Japan","Prince Henry visit","Venezuela crisis"]},"schemaVersion":1}
